MINUTES Tuesday, November 20, 2012 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Kenny Anderson Jr., James Entenman, Greg Jamison, Dean Karsky, Rex Rolfing, Kermit L. Staggers, Sue Aguilar, Mike T. Huether Members Absent: Michelle Erpenbach Staff Present: 1. Call To Order Council Vice Chair James Entenman called the meeting to order at 4:00 p.m. He said Council Chair Michelle Erpenbach won't be at the meeting since she was called out of town. Entenman said at tonight's meeting they will move the Vault's liquor license renewal and the Mercado's liquor license renewal from the Consent Agenda to the Regular Agenda to allow for further discussion. Also, on December 18th at 5:30 p.m., there will be a Joint City Council/Lincoln County Meeting in the Carnegie Town Hall. 2. City Council Open Discussion Staggers said, very shortly, the snow gate petitions will be submitted to the City Clerk's Office. He said, according to State law, once the signatures have been validated then the City Council has 10 days to call a Special Election. Staggers said that's what happened with the petitions for Drake Springs Pool, despite the fact that most of the City Council was against the petition. He said the reason that occurred was because the Council wanted to respect the wishes of the people who signed the petitions. Staggers is hoping that the same thing will happen when it comes to these petitions. He asked for a briefing, from City Attorney David Pfeifle and City Clerk Lorie Hogstad, regarding the procedures of an election at the next Informational Meeting. Jamison asked Pfeifle to provide information regarding tonight's liquor license renewals. Pfeifle said two licenses are going to be pulled from the Consent Agenda and placed on the Regular Agenda, for discussion. The two licenses are renewals of existing licenses and there will be discussion of an application for a new license. For the two renewals, the Council has the discretion to grant or deny them, based on the following factors: suitable person or suitable location. In regards to the new license application, the same two factors apply. Pfeifle said members of the police department will be present to comment on calls to each of the premises. Neighbors may also be present. Discussion followed. Rolfing said there will be a Land Use Meeting following this one. 3. Presentations A.
