MINUTES Tuesday, December 4, 2012 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Kenny Anderson Jr., James Entenman, Michelle Erpenbach, Dean Karsky, Rex Rolfing, Kermit L. Staggers, Sue Aguilar Members Absent: Greg Jamison, Mike T. Huether Staff Present: Lorie Hogstad, City Clerk; Jim David, Legislative/Operations Manager; Dave Bixler, Budget Analyst; and Rich Oksol, Lead Internal Auditor 1. Call To Order Council Chair Michelle Erpenbach called the meeting to order at 4:00 p.m. 2. Land Use Committee A. Report on meeting held Tuesday, November 20, 2012 No report was given at this time and instead will be given at the Informational Meeting of December 11, 2012. 3. City Council Open Discussion Council Member Kermit Staggers asked if the presentation on the snow gate petitions, currently Item C (1) could be given first. Erpenbach stated there are guests that are at the meeting for presentations and it may have been possible if she had been made aware of this request in advance. The presentation order will remain the same as scheduled. Erpenbach took a moment of personal privilege to thank her fellow Council members, City staff, and Council staff for the support and encouragement received for the past two and a half weeks as her child, in college, was hospitalized. She knows what a supportive community this is and experienced this firsthand. Her child is on the mend and will be home for Christmas. Council Member Greg Jamison arrived at the meeting at this time. 4. Presentations A. Sioux Falls Development Foundation Annual Report to the Council by Slater Barr,  President B. Top 10 Project Updates by Kendra Siemonsma, Project Manager In addition to the presentation by Project Manager Kendra Siemonsma, Assistant Director of Public Health and Project Manager of "Live Well Sioux Falls," Alicia Collura, gave an expanded update on this project and reviewed the 2012 milestones. C. Election Information and Update by Lorie Hogstad, City Clerk and Dave Pfeifle, City Attorney 1. Snow Gate Petition Update 2. Agreement with the School District 3. Report on Meeting with Hart InterCivic re: E-Poll Books D. Urban Agriculture Task Force by Shawna Goldammer, Zoning Enforcement Manager 5.
