1. Call To Order
City Council Member Sue Aguilar called the meeting to order at 4:00 p.m.
Aguilar is chairing the Informational Meeting today as Council Chair Michelle
Erpenbach is attending the South Dakota Municipal League Meetings in Pierre.
2. City Council Open Discussion
Councilor Greg Jamison stated that the Sioux Falls Police Department conducted a
compliance check two weeks ago with some of the liquor stores in Sioux Falls.
There was 100 percent compliance with this sting. Jamison rode along with Police
Officers on some of the calls. He described the evening and his experience in this
process. Jamison suggested taking a fresh approach and reevaluating how
the business owners are approached that come before the City Council due to an
underage violation. Perhaps those that pass the compliance checks need to
be congratulated for doing a good job.
3. Presentations
A. Neighborhood Services Update by Kevin Smith, Assistant Director of Planning
and Building Services; and Dan Siefken, Executive Director of South Dakota
Multi0Housing Association
Additional members of the Neighborhood Services Team present included Adam
Roach, Economic Development Coordinator; Division Chief Dean Lanier, Fire
Marshal; Paul Bengford, Assistant City Attorney; Mike Cooper, Director of
Planning and Building Services; Ron Bell, Chief Building Services Official;
Shawna Goldammer, Zoning Enforcement Manager; Russ Sorenson, Urban
Planner; and Steve Randall, Urban Planner.
Discussion and questions followed the presentations by Kevin Smith and Dan
Siefken.
Karsky asked what additional resources are needed to enable property owners to
find out when a renter has had a situation with the Police Department. Aguilar
will bring this forward to leadership to possibly schedule further discussion on this
topic.
Cooper added that he has reached out to Ken McFarland, Minnehaha County
Administrative Officer, to schedule Dan Siefken to present on the Rent Smart
Program at an upcoming City/County/School Breakfast Club Meeting.
