MINUTES Tuesday, January 22, 2013 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Sue Aguilar, Kenny Anderson Jr., James Entenman, Michelle Erpenbach, Greg Jamison, Rex Rolfing Members Absent: Dean Karsky, Kermit L. Staggers and Mike T. Huether Staff Present: Denise D. Tucker, CMC, Assistant City Clerk; Lorie Hogstad, CMC, City Clerk; David Bixler, Budget Analyst; and Jim David, Legislative/Operations Manager 1. Call To Order City Council Chair Michelle Erpenbach called the meeting to order at 4:00 p.m. 2. City Council Open Discussion Council Vice Chair Jim Entenman introduced Wes Hall, the new Executive Director for the Sioux Falls Sports Authority; and Jason Richards, the Project Director. Hall introduced himself to the Council. Erpenbach said she asked Jim David, Legislative/Operations Manager, to draft a letter in opposition to Senate Bill 51, which was recently introduced in the South Dakota Legislature. She said she wanted to discuss this with the Council to see if this is something that the South Dakota Municipal League is opposing and if the Council also wants to oppose. David provided an explanation of SB 51. Discussion followed. Tracy Turbak, Director of Finance, said he is in opposition to the bill. He concurs with the draft letter and the Council's position. Erpenbach asked David to structure the letter for her signature and the Mayor's. Entenman said he was in Pierre last week, attending the Governor's Tourism Council. He said he had an opportunity to testify before the Taxation Committee, regarding House Bill 1066, which was eliminating the Sunset Clause on the half cent Tourism Tax. Entenman said this came out of committee and passed the House. It now moves onto the Senate. He said it is important to keep this funding mechanism, used for advertising and promotion, for the Tourism Department. 4. Presentations A. Monthly Events Center Project Update by the Administration Councilor Rex Rolfing mentioned that community leader Don Dunham is going to be buried tomorrow and he thought it would be appropriate to say thank you for all that he has done for the City of Sioux Falls. Condolences were also expressed for the family. 5. Adjournment Council Chair Michelle Erpenbach adjourned the meeting at 4:37 p.m. Denise D. Tucker, CMC Assistant City Clerk
