MINUTES Tuesday, January 15, 2013 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Sue Aguilar, Kenny Anderson Jr., Michelle Erpenbach, Greg Jamison, Dean Karsky Members Absent: James Entenman, Rex Rolfing, Kermit L. Staggers, and Mike T. Huether Staff Present: Denise D. Tucker, CMC, Assistant City Clerk; Lorie Hogstad, CMC, City Clerk; David Bixler, Budget Analyst; and Jim David, Legislative/Operations Manager 1. Call To Order City Council Chair Michelle Erpenbach called the meeting to order at 4:00 p.m. She informed the audience that the City Council works part time and that some Councilors were missing because they working at their "real" jobs. Erpenbach said they do have a quorum. 2. Staff Report A. Jim David, Legislative/Operations Manager National League of Cities Presentation by Jim David, Legislative/Operations Manager; Dean Karsky, City Council Member; and David Bixler, Budget Analyst 3. Public Services Committee A. Report on meeting held Tuesday, January 8, 2013 Councilor Kenny Anderson Jr. said the Public Services Committee discussed Project T.R.IM., and the Taxi Cab ordinance. Discussion followed. 4. City Council Open Discussion Councilor Greg Jamison asked when the next National League of Cities Meeting will be held. Discussion followed. Jamison asked if there was any concern, with the low number of Council members, regarding voting on items for tonight's meeting. City Attorney David Pfeifle said no, because the items being voted on are resolutions and they require only a majority vote of those present.  Erpenbach said Item 21, a resolution on tonight's agenda, postpones the February 12th City Council Meeting to February 13th. The change is occurring because the majority of Council members will be attending Sioux Falls Day at the Legislature in Pierre. She also announced that today’s Land Use Committee Meeting has been cancelled due to a lack of a quorum. The next meeting will be held on February 19, 2013. 5. Presentations A. ADA Transition Plan Update by Colleen Moran, Deputy City Attorney; and Jim Felakos, a New York City attorney 6. Executive Session A. Personnel matters pursuant to SDCL 1-25-2(1) A motion made by Sue Aguilar and seconded by Dean Karsky to enter into Executive Session to discuss Personnel matters pursuant to SDCL 1-25-2(1) at 5:00 p.m. Erpenbach called for a voice vote. All members present voted yes. Motion Passed. A motion made by Greg Jamison and seconded by Sue Aguilar to exit the Executive Session at 5:22 p.m. Erpenbach called for a voice vote. All members present voted yes. Motion Passed. 7. Adjournment A motion made by Greg Jamison and seconded by Sue Aguilar to adjourn at 5:22 p.m. Erpenbach called for a voice vote.
