MINUTES Tuesday, February 19, 2013 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Sue Aguilar, Kenny Anderson Jr., Michelle Erpenbach, Greg Jamison, Dean Karsky, Rex Rolfing, Kermit L. Staggers Members Absent: James Entenman and Mike T. Huether Staff Present: Denise D. Tucker, CMC, Assistant City Clerk; Lorie Hogstad, CMC, City Clerk; David Bixler, Budget Analyst; and Jim David, Legislative/Operations Manager 1. Call To Order Council Chair Michelle Erpenbach called the meeting to order at 4:00 p.m. 2. Staff Report A. Jim David, Legislative/Operations Manager Jim David, Legislative/Operations Manager, provided the City Council with an update on legislative items occurring in Pierre. He said Senate Bill 142, the statewide texting ban, was approved on Friday with a 5-2 vote in the Senate Transportation Committee. The bill is scheduled for a vote today, in the Senate. At this time, David didn't know the outcome of the vote. He said Senate Bill 51, the collection allowance for retailers, failed in the Senate Appropriations Committee, by a 4-4 vote. David said there is still a chance for the amendment. The South Dakota Municipal League is urging cities and towns, across South Dakota, to contact their senators to request an amendment that removes municipalities as a funding source for the collection allowance. David discussed two upcoming tours for March: a Governor's House Tour in Springfield on March 6th; and a Council tour of the South Dakota Technology Business Center and the Graduate Education Applied Research Center tentatively scheduled for March 15th. 3. Public Services Committee A. Report on meeting held Wednesday, February 13, 2013 Councilor Kenny Anderson Jr. said the Public Services Committee meet on February 13th, and reviewed a couple of ordinances. The first was the sprinkler requirements, through the Fire Code, with Division Chief Dean Lanier and Ron Bell, Chief Building Services Official. A task force will be formed and will provide a recommendation by the May 14th committee meeting. The Taxi Cab ordinance was also discussed. The committee will continue discussion on the topic in March. Discussion followed. 4. City Council Open Discussion Erpenbach said the Shape Sioux Falls zoning ordinance rewrite is not on tonight's agenda. The first reading will be on March 5th. 5. Presentations A. Review of City Budget Reserve Accounts by Tracy Turbak, Director of Finance B. December Monthly Financial Report by Tracy Turbak, Director of Finance C. City Council's Budget Update by David Bixler, Budget Analyst D. Aquatic Facility Master Plan Update by Kevin Post, Counsilman-Hunsaker, Aquatic Consultant; and Don Kearney, Director of Parks and Recreation 6.
