Informational Meeting 4:00 PM at Carnegie Town Hall

1. Call To Order
City Council Chair Michelle Erpenbach called the meeting to order at 4:00 p.m.
2. Staff Report
A. Jim David, Legislative/Operations Manager
Jim David, Legislative/Operations Manager reported that the Fire Sprinkler Task
Force should be ready to make a final recommendation to the Public Services
Committee by their May 14, 2013, meeting. The task force will meet on Thursday,
April 18, 2013, at 9:00 a.m., in the Council Chambers. David also said that an
update on the Taxi Cab Ordinance will be given at the Public Services Committee
meeting in May. He said this will not be a final recommendation.
B. Lorie Hogstad, City Clerk
Lorie Hogstad, City Clerk, provided the City Council with several updates.
She said the Spellerberg Pool petitions have been verified. Hogstad explained the
verification process. The next step is either to take no action and this will be
placed on the election of April 8, 2014; or a meeting will need to be held within 10
days to set a Special Election. Discussion followed.
She said there is a petition drive regarding the Shape Places ordinance. Petitions
were registered on April 12, 2013, and petitions will be brought in on Friday at
4:00 p.m. Hogstad reiterated that the verification process will take place for these
petitions.
The East River Rabbit Breeders Club registered petitions today. Hogstad said they
will have until Friday, April 26, 2013, at 5:00 p.m., to turn in signatures. She said
they didn't refer the entire ordinance, but have specific language: Section 90.008
"Keeping of Animals," Sections A - G. And Section 90.078 "Licensing of Animals
and Fowl". Discussion followed.
Hogstad said a Special Meeting needs to be called for Friday, due to Request for
Proposals that has been sent out. She said this is for the approval of contracts for
debris removal, stump removal, hanging and leaning tree removal, and to respond
to eminent public health and safety threats caused by the recent ice storm.
Discussion followed.
Erpenbach asked the Mayor's team to provide an update on the storm. Mark Cotter, Director of
Public Works, said they have worked through the emergency part of the storm and are now
focusing on the recovery - the branch pick up program. Cotter spoke about Operation Timber
Strike! Discussion followed.
3. City Council Open Discussion
Council Member Rex Rolfing said there is a Land Use Committee Meeting
immediately following this meeting. The facade easement program will be
discussed.

Erpenbach adjourned the meeting at 5:17 p.m.
