MINUTES Tuesday, November 5, 2013 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Sue Aguilar, Kenny Anderson Jr., Michelle Erpenbach, Dean Karsky, Rex Rolfing, Kermit L. Staggers Members Absent: James Entenman, Greg Jamison and Mike T. Huether Staff Present: Denise D. Tucker, CMC, Assistant City Clerk; David Bixler, Budget Analyst; and Jim David, Legislative/Operations Manager 1. Call To Order City Council Vice Chair Dean Karsky called the meeting to order at 4:00 p.m. Council Member Greg Jamison arrived at this time. 2. Land Use Committee A. Report on the meeting held Tuesday, October 15, 2013. Committee Chair Rex Rolfing said the following items were discussed at the meeting: proposed corrections and additions to the General Conditions for Public Improvement and to the Engineering Design Standards; potential changes to Right-of-Way regulations; and an update on the Sioux Empire Fairgrounds. Discussion followed. 3. City Council Open Discussion Council Member Michelle Erpenbach spoke about the Homeless Advisory Board. On Thursday morning, they will discuss public policy and a national speaker will discuss affordable housing. She added that HAB met on Monday and spoke about the Criminal Justice initiative that came out of the South Dakota Legislature last spring, which moves people out of the prison system faster and back into the community. This will place a burden on local city and county governments. Discussion followed. Council Member Greg Jamison said there will be a Transit Task Force meeting tomorrow at 3:30 p.m. at the Carnegie Town Hall. There will be 20 members from the community on the task force, including Councilors Kenny Anderson Jr. and Rex Rolfing. Jamison said their intentions are to have some kind of a plan to present to the Council in about six months.  Staggers said he was going to request to pull two items from the Consent Agenda at tonight's City Council Meeting for discussion. The items are the pedestrian bridge and City Hall computer room air conditioner. 4. Presentations A.
