MINUTES Tuesday, November 12, 2013 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Sue Aguilar, Kenny Anderson Jr., James Entenman, Michelle Erpenbach, Greg Jamison, Dean Karsky, Rex Rolfing, and Kermit L. Staggers Members Absent: Mayor Mike T. Huether Staff Present: Tamara Jorgensen, CMC, Assistant City Clerk; Lorie Hogstad, CMC, City Clerk; David Bixler, Budget Analyst; Jim David, Legislative/Operations Manager; and Rich Oksol, Internal Audit Manager 1. Call To Order Council Chair Jim Entenman called the meeting to order at 4:00 p.m. 2. Staff Report A. Lorie Hogstad, City Clerk Lorie Hogstad, City Clerk, provided an update on the referred rezoning ordinance. Her report specifically addressed her petition review of the affidavit and the signature deficiencies. Discussion followed. Hogstad expressed appreciation to the following entities for their assistance: Secretary of State Jason Gant and his staff; City Attorney David Pfeifle; election staff at the Minnehaha and Lincoln Counties Auditor Offices; and Assistant City Clerks Denise Tucker and Tamara Jorgensen. Hogstad stated that the 2014 Election Information will be available on the City's website at www.siouxfalls.org at the beginning of December. She stated that she and Pfeifle will be meeting next week to review the election calendar, the financial statements, and the candidate booklet. 3. City Council Open Discussion Council Member Kermit Staggers spoke regarding closed door meetings being held at the Multi-Cultural Center. He stated the meetings should be open. After discussion, it was determined that the City Attorney's Office should speak with the Multi-Cultural Center Intergovernmental Board (which oversees the Center) regarding these meetings.  Council Member Sue Aguilar provided an update on the Fiscal Committee Meeting held on Tuesday, November 5, 2013. She stated that Tracy Turbak, Director of Finance, provided an update on the city's bonding reports and she encouraged the audience to review the video at www.siouxfalls.org. Council Member Greg Jamison discussed the recent receipt of $9.7M from the Corp of Engineers (reimbursement for the levee project). Jamison also discussed debt service. He stated the Fiscal Committee was discussing this topic and stated there will be additional conversations on this topic in the future. Aguilar added that Turbak is finalizing a memorandum to the City Council with details on how this money can be utilized. Council Member Rex Rolfing provided an update on the Transit Task Force meeting held on Wednesday, November 6, 2013. He stated it was well attended with 18 Task Force Members present. Rolfing stated they have a good base to start with and they will be coming forward with good suggestions. 4. Presentations A. Indoor Tennis Facility Agreement with Sioux Falls Tennis Association presented by Dave Fischer, Assistant Director of Parks and Recreation; and Bill Townsend, Sioux Falls Tennis Association Dave Fischer, Assistant Director of Parks and Recreation; and Bill Townsend, Sioux Falls Tennis Association, provided updates on the Indoor Tennis Facility Agreement. Discussion followed. B. Indoor Ice Facility Agreement with the Ice Sports Association presented by Dave Fischer, Assistant Director of Parks and Recreation and Joe Zueger, Ice Sports Association Dave Fischer, Assistant Director of Parks and Recreation, and Joe Zueger, Ice Sports Association, discussed the Indoor Ice Facility Agreement.
