MINUTES Tuesday, November 19, 2013 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Sue Aguilar, Kenny Anderson Jr., Michelle Erpenbach, Greg Jamison, Dean Karsky, Rex Rolfing, Kermit L. Staggers Members Absent: James Entenman and Mike T. Huether Staff Present: Denise D. Tucker, CMC, Assistant City Clerk; David Bixler, Budget Analyst; Jim David, Legislative/Operations Manager; and Lorie Hogstad, CMC, City Clerk 1. Call To Order Council Vice Chair Dean Karsky called the meeting to order at 4:00 p.m. 2. Public Services Committee A. Report on the meeting held Tuesday, November 12, 2013 Council Member Kenny Anderson Jr. provided an update on the Public Services Committee meeting. He said they discussed: the proposed ordinance changes to Chapter 38, Elections; Water Management Philosophy; and Taxi Cab ordinance review. Discussion followed. Anderson Jr. said the next Public Services Committee meeting, on Tuesday, December 10, 2013, will be more of a working session to discuss changes to the Taxi Cab ordinance. Discussion followed. 3. City Council Open Discussion Karsky said on Saturday, at 9:00 a.m., there will be a Coffee with the Council. He said it is an open public forum to discuss issues with the Council. Council Member Rex Rolfing said that he, David Bixler and Lorie Hogstad recently returned from Seattle, where they attended the National League of Cities Conference. He said they will give a presentation at the next Informational meeting or when it suited the Council. 4. Presentations A. October Monthly Financial Report by Tracy Turbak, Director of Finance  Tracy Turbak, Director of Finance, provided a review of the October financial report. Due to the federal government shut down in October, no new economic data was released. Turbak was unable to provide updated unemployment figures. He said, in year-to-date figures, the Building Services Department has issued more than $539M in building permits. Turbak said the Sales Tax data still looks good. The Entertainment Tax revenue has settled in to a 5.3% growth rate. Revenues and expenditures are ahead of last year, primarily due to the ice storm. Discussion followed. B. American Dream Coalition 2013 Conference by Council Member Kermit L. Staggers Council Member Kermit L. Staggers provided a report on the American Dream Coalition Conference that he recently attended in Washington, D.C. Discussion followed. 5.
