Informational Meeting 4:00 PM at Carnegie Town Hall

Members Present: Kenny Anderson Jr., James Entenman, Michelle Erpenbach, Greg Jamison,
Dean Karsky, Rex Rolfing, Kermit L. Staggers, Sue Aguilar
Members Absent: Mike T. Huether
Staff Present: Tamara Jorgensen, CMC, Assistant City Clerk and David Bixler, Budget Analyst
1. Call To Order
Council Chair Jim Entenman called the meeting to order at 4:00 p.m.
2. Land Use Committee
A. Report on the meeting held on Tuesday, November 19, 2013
Council Member Rex Rolfing provided an update on the Land Use Committee
Meeting held on Tuesday, November 19, 2013. Updates included a review of
annexation studies. Rolfing noted that city staff has been asked to return in
January with ideas on financing, terms and how changes can be made to an
ordinance to make annexation financing more feasible. Rolfing also noted that the
City Engineering Department was asked questions regarding insurance.
3. City Council Open Discussion
Council Member Greg Jamison stated this will be the last meeting for his
beard. He has been participating in “No-Shave November” in support of the
American Cancer Institute.
Jamison spoke about the upcoming agreements for the Indoor Tennis Facility and
the Indoor Ice Facility. He noted the Council took action on the agreement with
the State Theater Contract, providing assets to this non-profit organization.
Jamison noted the State Theater was going to offer Saturday movies to under
privileged children.
Jamison asked similar concessions could be made with the upcoming agreements.
He suggested it would be nice if children would be allowed to play tennis or skate
for reduced fees. He suggested using reduced patches, like children do now for
using the public pools.
Council Member Rex Rolfing reminded the Council that he would still like to see
some kind of an audit coming back from these groups that illustrates how they are
doing. Since we are giving them public money, he would like to see an annual
report that shows what we are getting for our money.
Council Member Kenny Anderson Jr. asked if there were going to be any
proposed amendments coming forward for these contracts. Discussion followed.
Council Member Kermit Staggers stated he would like to see more precise
information received regarding these contracts.
4. Presentations
A. Monthly Events Center Project Update by the Administration
Mark Cotter, Director of Public Works spoke about design and construction
updates.
Darrin Smith, Director of Community Development continued with sponsorship
updates, current activities, and the West Sioux Neighborhood Open House that
will be held on Wednesday, December 18, 2013 at the Sioux Falls Convention
Center (Meeting Rooms 1 and 2) from 6:00 p.m. to 7:00 p.m.
Tracy Turbak, Director of Finance, provided an Operations Update and a Financial
Summary, as of October 31, 2013.
5. Adjournment
Council Chair Jim Entenman adjourned the meeting at 4:37 p.m.
