MINUTES Tuesday, December 3, 2013 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Sue Aguilar, Kenny Anderson Jr., Michelle Erpenbach, Greg Jamison, Dean Karsky, Rex Rolfing, and Kermit L. Staggers Members Absent: James Entenman and Mayor Mike T. Huether Staff Present: Tamara Jorgensen, CMC, Assistant City Clerk; Lorie Hogstad, CMC, City Clerk; Jim David, Legislative/Operations Manager; and David Bixler, Budget Analyst 1. Call To Order Council Vice Chair Dean Karsky called the meeting to order at 4:00 p.m. 2. City Council Open Discussion Council Member Kermit Staggers stated he would be pulling the following contract from Item 1 on the Consent Agenda: Phillips Ave. from 6th St. to 14th St/Holiday Lighting. Staggers also stated he would be making an amendment to the City Council Meeting minutes of November 19, 2013. Discussion was held regarding giving advance notice when an item is going to be withdrawn from the Consent Agenda for discussion. The advance notice would allow extra time for directors to prepare for the questions. Council Member Kenny Anderson Jr. reminded the group that the agendas are released with the attachments to the Council and to the public on Friday afternoons which prevents Council Members from giving a lot of advance notice for questions. Council Member Greg Jamison stated there will be a Transit Task Force Meeting tomorrow at 3:30 p.m. at the Carnegie Town Hall. Jamison stated there may be four additional meetings and encouraged the other Council Members to attend. Discussion followed. Anderson Jr. noted there may be a schedule conflict for some of the participants due to a SECOG Board Meeting scheduled for 4:00 p.m. Discussion followed. 3. Presentations A. National League of Cities 2013 Conference by Rex Rolfing, City Councilor; Lorie Hogstad, City Clerk; and David Bixler, Budget Analyst  This presentation covered the National League of Cities Conference in Seattle attended by Rex Rolfing, City Councilor; Lorie Hogstad, City Clerk; and David Bixler, Budget Analyst. Each of the participants gave an update on the sessions they attended. Discussion followed. B. Big Sioux River Surface Water Quality Update by Bob Kappel Environmental Manager Bob Kappel, Environmental Manager provided a presentation that highlighted the City's efforts to improve the Big Sioux River's water quality.
