MINUTES Tuesday, December 10, 2013 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Sue Aguilar, James Entenman, Michelle Erpenbach, Dean Karsky, Rex Rolfing, and Kermit L. Staggers Members Absent: Kenny Anderson Jr., Greg Jamison and Mike T. Huether Staff Present: Tamara Jorgensen, CMC, Assistant City Clerk; Lorie Hogstad, CMC, City Clerk; Jim David, Legislative/Operations Manager; and David Bixler, Budget Analyst 1. Call To Order Council Chair Jim Entenman called the meeting to order at 4:00 p.m. 2. City Council Open Discussion 4:04 p.m. Council Members Kenny Anderson Jr. and Greg Jamison arrived at this time. Council Members Kermit Staggers, Dean Karsky and Rex Rolfing spoke regarding proposed amendments to agreement items on tonight's City Council Meeting agenda. Karen Leonard, Deputy City Attorney, provided additional feedback regarding the proposed amendments. Discussion followed. Staggers asked if Mayor Mike Huether was going to recuse himself from tonight’s vote and discussion on the agreement with the Sioux Falls Tennis Association due to a possible conflict of interest. Leonard stated that the Mayor would be recusing himself from the vote and from signing the agreement for this item. Entenman stated that he would be assuming responsibility for the meeting when this item comes up. 3. Presentations A. November Monthly Financial Report by Tracy Turbak, Director of Finance Tracy Turbak, Director of Finance, provided an update on the November Monthly Financial Report. Discussion followed. 4.
