Informational Meeting 4:00 PM at Carnegie Town Hall

Members Absent: Kenny Anderson Jr. and Mike T. Huether

1. Call To Order
Council Chair Jim Entenman called the meeting to order at 4:00 p.m.
2. Public Services Committee
A. Report on meeting held Tuesday, January 14, 2014
Council Member Michelle Erpenbach said they discussed the Vehicle for Hire
ordinance, also known as the Taxi ordinance. She said they are going through it
line by line and there are a lot of things happening with it. Erpenbach said they
hope to have it go before the City Council in about a month.
Entenman said immediately following the Informational Meeting, there would be
a Land Use Committee Meeting. Council Member Rex Rolfing said the committee
would be discussing: potential financing for the Prairie Meadows Subdivision
annexation; and there would be a TIF ordinance update, regarding implementation
of a new application.
3. City Council Open Discussion
Council Member Greg Jamison said he will be in Pierre tomorrow to testify before
the Senate Transportation Committee.
Erpenbach, the Council representative for the Homeless Advisory Board, received
an email regarding the Salvation Army Warming Center. They had 100 people
there last night, but only have cots for 80 people. Erpenbach said the St. Francis
House and the Union Gospel Mission also have openings, but have stricter
rules regarding clients being under the influence.
Entenman said it is not necessary to have sponsorships listed on the City Council
Meeting agendas. Beginning with the February 4th City Council
Meeting, sponsors will no longer be listed. Discussion followed.
4. Presentations
A. Snow Removal Report by Mark Cotter, Director of Public Works; and Galynn
Huber, Street/Fleet Operations Manager
Mark Cotter, Director of Public Works, described what the presentation would
entail.
Council Member Kenny Anderson Jr. arrived at 4:12 p.m.
Galynn Huber, Street/Fleet Manager, began his presentation with a general
overview of the winter weather conditions for the past three months. This
information contained the number of days of precipitation, inches of rain and
snowfall. Huber said there have been two major snow events and lots of 1 inch to
1.5 inches of snow events. He explained how the smaller snow events are harder
on his budget, than a 6 inch snow. Huber discussed staffing, the problems he
has had with chemicals on the streets, and plowing in the snow districts. He spoke
briefly on the use of technology: GPS systems and snow gates. Discussion
followed.
5. Adjournment
Council Chair Jim Entenman adjourned the meeting at 4:27 p.m.
