MINUTES Tuesday, January 28, 2014 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Sue Aguilar, Michelle Erpenbach, Greg Jamison, Dean Karsky, Rex Rolfing, and Kermit L. Staggers Members Absent: Kenny Anderson Jr., James Entenman and Mike T. Huether Staff Present: Tamara Jorgensen, CMC, Assistant City Clerk; Lorie Hogstad, CMC, City Clerk; Jim David, Legislative/Operations Manager and David Bixler, Budget Analyst 1. Call To Order Vice Chair Dean Karsky called the meeting to order at 4:00 p.m. 2. Staff Report A. Jim David, Legislative/Operations Manager Jim David, Legislative/Operations Manager provided updates on proposals, Senate bills, and South Dakota Municipal League activity. 3. Land Use Committee A. Report on meeting held on Tuesday, January 21, 2014 Council Member Rex Rolfing provided an update on the Land Use Committee meeting held on Tuesday, January 21, 2014. Updates included a review of the Prairie Meadows annexation. Rolfing stated that Darrin Smith, Director of Community Development, will be bringing TIF information forward to the Council soon. 4. City Council Open Discussion Council Member Greg Jamison provided an update on testimony he gave last week in Pierre to the Transportation Committee. He stated they are very interested in the Adapted Traffic Signals program. Karsky spoke about a science project at Edison Middle School by sixth graders. Karsky met with the students and provided an update on natural gas and use of vehicles, etc. 5. Presentations A. Events Center Project Update by the Administration Mark Cotter, Director of Public Works, spoke about design and construction updates. A time lapsed video was shown illustrating the progress on the concrete pour for the ice floor. Darrin Smith, Director of Community Development continued with sponsorship updates. Tracy Turbak, Director of Finance, provided an Operations Update and a Financial Summary, as of December, 2013. 6.
