MINUTES Tuesday, March 11, 2014 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Kenny Anderson Jr., James Entenman, Michelle Erpenbach, Greg Jamison, Dean Karsky, Rex Rolfing, Sue Aguilar Members Absent: Kermit L. Staggers and Mike T. Huether Staff Present: Tamara Jorgensen, CMC, Assistant City Clerk; David Bixler, Budget Analyst; and Jim David, Legislative/Operations Manager 1. Call To Order Council Chair Jim Entenman called the meeting to order at 4:00 p.m. 4:03 p.m. Council Member Kermit Staggers arrived at this time. 2. City Council Open Discussion Council Member Kenny Anderson Jr. stated there would be a Public Services Committee Meeting following this Informational Meeting. He stated the topic for review is the Vehicle For Hire Ordinance. Council Member Dean Karsky stated he would like to make a motion to reconsider Item 11 on this evening's City Council agenda. He stated there will be a future City Council Working Session on April 10th to review this information. Karsky stated there will be a motion to defer this item to a date later than April 1, 2014. Entenman stated there will be additional topics discussed at the Working Session; including information on TIFs, annexations and special assessments. At tonight’s City Council Meeting, Kermit Staggers stated he will be asking to remove the following items from the Consent Agenda for discussion purposes: the Northwest Sioux Falls Park/School Site, agreement for land acquisition, $416,213.00; and Lyon Park Improvements, nursery, $353,379.00. 3. Presentations A. 2013 Year-End Financial Report by Tracy Turbak, Director of Finance  Tracy Turbak, Director of Finance, presented a PowerPoint Presentation covering the following areas: the Economy, Financial Results, Debt, and the Outlook for the Future. 4.
