MINUTES Tuesday, March 18, 2014 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Sue Aguilar, Kenny Anderson Jr., James Entenman, Michelle Erpenbach, Greg Jamison, Dean Karsky, and Rex Rolfing Members Absent: Kermit L. Staggers and Mike T. Huether Staff Present: Tamara Jorgensen, CMC, Assistant City Clerk; Lorie Hogstad, City Clerk; Jim David, Legislative/Operations Manager; and David Bixler, Budget Analyst 1. Call To Order Council Chair Jim Entenman called the meeting to order at 4:00 p.m. 2. Staff Report A. Lorie Hogstad, City Clerk Lorie Hogstad, City Clerk, provided an update on the 2014 Election regarding sample ballots and their locations; absentee voting; availability of the election map; and the election insert showing the ballot, map and the ordinances, etc. Discussion followed regarding the election costs. Hogstad spoke about the election workers, the arrangement of the voting centers, and the voting process. Discussion followed. B. Jim David, Legislative/Operations Manager Jim David, Legislative/Operations Manager provided updates on the South Dakota State Legislature's schedule. He reviewed bills that have been approved by the Senate. 3. Public Services Committee A. Report on meeting held on Tuesday, March 11, 2014 Council Member Kenny Anderson Jr. provided an update on the Vehicle for Hire Ordinance review. He noted that this item will be presented for 1st Reading at the City Council Meeting on Tuesday, April 1, 2014, at 7:00 p.m. and for 2nd Reading at the City Council Meeting on Tuesday, April 15, 2014, at 7:00 p.m. 4. City Council Open Discussion Council Member Rex Rolfing stated the Land Use Committee Meeting for today was cancelled.  Anderson Jr. spoke regarding safety in the City of Sioux Falls and the recent homicide in the City. Anderson requested if anyone knows anything regarding the homicide to please contact the Police Department. 5. Presentations A. 2014 SculptureWalk Program Presentation by Jim Clark, SculptureWalk Director; Mike Cooper, Director of Planning and Building Services; and Russ Sorenson, Urban Planner Mike Cooper, Director of Planning and Building Services, provided opening remarks for the SculptureWalk presentation. Jim Clark, Director of the SculptureWalk provided a PowerPoint Presentation of the proposed sculptures for review. Discussion followed. 6. Executive Session A. Personnel matters pursuant to SDCL 1-25-2(1) Entenman noted this item will be rescheduled to a later date. Open Discussion heard at this time. See item for subjects discussed. 7.
