MINUTES Tuesday, March 25, 2014 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Sue Aguilar, Kenny Anderson Jr., James Entenman, Michelle Erpenbach, Greg Jamison, Dean Karsky, Rex Rolfing, and Kermit L. Staggers Members Absent: Mike T. Huether Staff Present: Tamara Jorgensen, CMC, Assistant City Clerk; Lorie Hogstad, City Clerk; Jim David, Legislative/Operations Manager; and David Bixler, Budget Analyst 1. Call To Order Council Chair Jim Entenman called the meeting to order at 4:00 p.m. 2. Urbanized Development Commission (UDC) A. Report on the meeting held on Thursday, March 20, 2014 Council Member Rex Rolfing provided an update on the Urbanized Development Commission Meeting held on Thursday, March 20, 2014. He reviewed information regarding work programs; the public participation plan for upcoming interstate exchange programs; and an overlay mixture that will be used on bridges. Rolfing stated this commission also approved building walking and bike paths in Tea and Harrisburg. 3. City Council Open Discussion There was none at this time. 4. Presentations A. Events Center Project Update by the Administration Mark Cotter, Director of Public Works, provided opening remarks about design and construction updates. Additional updates were provided by the architects and construction management representatives for the Events Center. Darrin Smith, Director of Community Development, continued with sponsorship updates. Tracy Turbak, Director of Finance, provided a Financial Summary, as of February, 2014. Discussion occured regarding the following subjects: opinions regarding the Event Center progress and design; the audio system that will be used; and development around the Event Center area. Discussion followed. Council Member Kenny Anderson Jr. requested additional information on vendor contracts. Turbak provided details on the contracts and requested specific questions for answering. Turbak can make the answers available sooner than the next Events Center update meeting on May 27, 2014. Council Member Kermit Staggers asked about private revenue numbers and what numbers would be used for operating expenses. Discussion followed. Anderson Jr. asked Cotter what the timeline is for the next update regarding the Railroad Relocation Project. Anderson Jr. asked Cotter about the Federal Government planning on raising flood plain insurance. He asked when we were going to have the U.S. Corps of Army Engineers come back and review the flood plains again. Cotter responded regarding updates and the goals for the structures by midsummer. The Corps will then re-review in late summer, 2014. Discussion followed regarding FEMA. Cotter stated we are at 30-34 months before review of the revised maps. 5.
