MINUTES Tuesday, April 1, 2014 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Sue Aguilar, Kenny Anderson Jr., James Entenman, Michelle Erpenbach, Greg Jamison, Dean Karsky, Rex Rolfing, and Kermit L. Staggers Members Absent: Mike T. Huether Staff Present: Tamara Jorgensen, CMC, Assistant City Clerk; Lorie Hogstad, City Clerk; Jim David, Legislative/Operations Manager; and David Bixler, Budget Analyst 1. Call To Order Council Chair Jim Entenman called the meeting to order at 4:00 p.m. 2. Staff Report A. Lorie Hogstad, City Clerk Lorie Hogstad, City Clerk, provided updates on the election progress as follows: the absentee voting schedules, election school turnout, election worker training on electronic poll books, the Argus Leader publication/insert, and signs/maps at voting facilities. Council Member Kermit Staggers asked about ballot terminology regarding December 15th and December 31st. Discussion followed. 3. City Council Open Discussion Council Member Dean Karsky spoke about recent alcohol compliance checks within the city. He stated there have not been any violations and gave recognition to the employees and the businesses for this success. Council Member Sue Aguilar stated there will be a Fiscal Committee Meeting following this Informational Meeting. The topic for discussion is a presentation by Chad Huwe, City Engineer regarding planning and scheduling street construction. Council Member Rex Rolfing stated there will be a Transportation Task Force Meeting tomorrow at the Carnegie Town Hall, at 3:30 p.m. Entenman reminded the audience that the April 8, 2014, Informational and Public Services Committee Meetings are cancelled and the items for the April 8, 2014, City  Council Meeting are postponed to the City Council Meeting on April 15, 2014. The schedule changes are due to April 8, 2014, being Election Day. Entenman stated there will be a City Council Work Session on Thursday, April 10, 2014, at 3:30 p.m. to cover the following topics: Tax Increment Financing, annexations and capital surplus. Staggers asked about a citizen request concerning the deer and coyote population in the southeast portion of the city. Entenman stated the Sioux Falls Police and Park Department were going to provide an update on these items. Aguilar stated this subject will be reviewed again by the Land Use Committee after the elections and the new committee is formed. 4. Presentations A. Vehicle For Hire Ordinance by Jim David, Legislative/Operations Manager Jim David, Legislative/Operations Manager, spoke regarding proposed changes to the Vehicle for Hire Ordinance.
