1. Call To Order
City Council Chair Dean Karsky called the meeting to order at 4:00 p.m.
2. Land Use Committee
A. Report on meeting held on Tuesday, May 20, 2014
Committee Chair Rex Rolfing said the Prairie Meadows Subdivision annexation
was the topic. He said the committee will continue to discuss this item in the
future. City Council member Greg Jamison was also welcomed to the committee.
3. City Council Open Discussion
Karsky said he has a scheduling conflict next Tuesday and will not be present for
the Informational or City Council meetings.
4. Presentations
A. Bi-Monthly Event Center Project Update by the Administration
Kendra Siemonsma, Special Projects Manager, provided the construction update.
She said they are in their 96th week of construction with about 10 weeks left to go.
High level finishes, such as diamond polished floors, are currently being worked
on. Siemonsma said the dasher board system for the ice has been installed; and last
Friday there was a first test sheet of a thin layer of ice installed. The center hung
scoreboard and fixed seating have also been installed. Additional entrances have
been added; and work on the parking lot has begun. Siemonsma reviewed the
checklist on what is left to do. She said paperwork is being filed for LEED
(Leadership in Energy and Environmental Design) certification.
Darrin Smith, Director of Community Development, spoke about sponsorships. He
said naming rights are secured; and that the luxury suites, loge boxes, and club
seats, have all sold out. They are continuing to work on sponsorships sales. Private
revenue has generated about $37 million, which would be almost $3 million in
annual gross revenue.
Tracy Turbak, Director of Finance, said the contracted managers are preparing for
opening of the facility. SMG is working on: hiring and training
personnel; furniture, fixtures and equipment (FFE); and planning events. Turbak
also reviewed the financial summary. The next Events Center update will be on
Tuesday, July 22, 2014, at 4:00 p.m. Discussion followed.
B. Ambulance RFP Update by Jill Franken, Director of Health; Jim Sideras, Fire
Chief; and Jay Fitch, Consultant with Fitch & Associates
Fire Chief Jim Sideras said they were there to discuss the ambulance request for
proposals (RFP). He said it has been a joint effort with the Health Department,
Fire Rescue and the attorneys to develop a new contract for the ambulance RFP.
He introduced Dr. Jay Fitch, who was contracted to work on the proposal.
Fitch, the founder of Fitch & Associates, which is based in Kansas City, Mo.,
provided an overview of the project. He said they are the largest emergency
services consulting group in the country. Fitch said they were asked to objectively
review and develop an understanding of the current service levels; and what will
serve the city well over the next 10 years. He reviewed what has been done so far.
Fitch said the next steps are to review the draft specifications and to have a public
meeting for citizen input. He spoke briefly about the draft specifications and
upcoming timeline. Discussion followed.
5. Executive Session
A. Proposed Executive Session to consult with legal counsel about proposed or
pending litigation or contractual matters pursuant to SDCL 1-25-2(3).
A motion made by Council Member Kenny Anderson Jr. and seconded by Council
Member Michelle Erpenbach to go into Executive Session at 4:46 p.m. to consult
with legal counsel about proposed or pending litigation or contractual matters
pursuant to SDCL 1-25-2(3).
City Council Chair Dean Karsky called for a voice vote. All members voted yes.
Motion Passed.
The Executive Session began at 4:52 p.m.
A motion made by Council Member Rex Rolfing and seconded by Council
Member Michelle Erpenbach to go out of Executive Session at 5:58 p.m.
City Council Chair Dean Karsky called for a voice vote. All members voted yes.
Motion Passed.
6. Adjournment
City Council Chair Dean Karsky adjourned the meeting at 5:58 p.m.
