MINUTES Tuesday, June 3, 2014 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Kenny Anderson Jr., Christine M. Erickson, Michelle Erpenbach, Greg Jamison, Rex Rolfing, Kermit L. Staggers Members Absent: Dean Karsky, Rick Kiley, Mike T. Huether Staff Present: Lorie Hogstad, CMC, City Clerk; David Bixler, Budget Analyst; Jim David, Legislative/Operations Manager; and Rich Oksol, Internal Audit Manager 1. Call To Order City Council Vice-Chair Kenny Anderson Jr. called the meeting to order at 4:00 p.m. 2. Staff Report A. Jim David, Legislative/Operations Manager Jim David, Legislative/Operations Manager, reported that the National League of Cities will hold the annual Congress of Cities in Austin, Texas, on November 18- 22. David asked the councilors to let him know if they are interested in attending. In addition, if any of the councilors would like to attend an out-of-state conference for 2015, other than the NLC, please forward the information to Dave Bixler, Budget Analyst, by June 13th. Coffee with the Council will be held on Saturday, July 12th, from 9-10 a.m. at the Carnegie Town Hall unless David hears otherwise. In preparation for the mid-August South Dakota Municipal League Policy Committee Meetings in Pierre, legislative priorities for the 2015 session will be set. Proposals need to be submitted by Tuesday, June 10th. David plans to have a draft ready in late June or early July for discussion at an upcoming informational meeting or working session. Councilor Michelle Erpenbach asked if there were legislative topics that need to be addressed that were proposed or discussed in last year’s session. David responded that some items from 2014 would need to be looked at again. Discussion followed. Councilor Christine M. Erickson arrived at 4:02 p.m. 3. City Council Open Discussion Erpenbach raised the topic of growing grass in the boulevards and why this is required in the Sioux Falls. She has received calls and e-mails from constituents addressing this issue as the boulevards are affected by the mixture used on the streets during the winter, particularly on the emergency snow routes. Councilor Rex Rolfing responded that the Right-of-Way Committee has been meeting for approximately six to eight months on this topic and has come up with some ideas. A proposed ordinance is being developed that will allow different options for the citizens. Mark Cotter, Public Works Director, stated that his office has received numerous calls from citizens asking what they can and cannot do on their boulevards. This issue will be coming to the Land Use Committee, possibly at the July meeting. Chad Huwe, City Engineer, will send an e-mail to the council on the schedule for further discussions and bringing forth the ordinance to Land Use. Anderson Jr. questioned the parameters of this discussion and what this committee is looking at in terms of the right-of-ways in Sioux Falls. Rolfing stated there is a Transit Task Force Committee Meeting on Wednesday at 3:30 p.m. at the Carnegie Town Hall. This committee also includes Councilors Greg Jamison and Anderson Jr. This is the concluding meeting and the group will be making recommendations and will bring these back to the City Council for consideration. The task force has worked hard over the last six to eight months and has some good solutions that will take the City well into the future with the transit system. The public is invited. Anderson Jr. asked if there were any requests to pull contracts/agreements from the Consent Agenda. Councilor Kermit Staggers has already made contact with some of the directors, but may pull one or two: Brandon Road Lift Station Parallel Force Main Agreement for Engineering services, Water Reclamation, in the amount of $888,425, with HDR Engineering; and the Recycle and Garbage Can Lids to award a bid, Parks/Recreation Department, in the amount of $32,424, with Witt Industries. Discussion followed. 4. Presentations A. Heartland Consumers Power District Integrated Resource Plan for Electrical Power by Trent Lubbers, Utilities Operations Administrator; Adam Graff, Resource Manager, Heartland Power (City Council action on June 3, 2014). Mark Cotter, Director of Public Works, introduced Adam Graff, Resource Manager with Heartland Consumers Power District. Graff stated that the Western Area Power Administration (WAPA) requires all customers with hydropower allocations to submit an Integrated Resource Plan (IRP) every five years. The IRP includes historical load information, load forecast, supply side and demand side resource summaries, and an action plan. Discussion followed. B. Rate Reviews for Public Works Departments by Mark Cotter, Director of Public Works; Trent Lubbers, Utilities Operation Administrator; and Dean Borchardt, Business Operations Manager (City Council action on June 10 and June 17, 2014). Mark Cotter, Director of Public Works, presented the Rate Review Reports. Presentation included Light and Power, customer rates; Sanitary Landfill, tipping fees; Storm Drainage, drainage and platting fees; Water Purification, customer rates; Water Reclamation; customer rates; Streets & Utilities, front foot assessments. The following Public Works team members were in attendance and assisted with questions during the discussion period: Dean Borchardt, Business Operations Manager; Trent Lubbers, Utility Operations Administrator; Dave McElroy, Landfill Superintendent; Andy Berg, Principal Drainage Engineer; Greg Anderson, Water Superintendent; and Mark Perry, Water Reclamation Superintendent. Discussion followed. The following ordinance amendments are scheduled for first reading on June 10th and second reading on June 17th: 1) Amending Chapter 57, Garbage and Recycling to increase rates at the Landfill in Section 57.047; 2) Amending Chapter 57, Garbage and Recycling, subchapter collection regulations; 3) Amending Chapter 51, utility rates and charges, subchapter storm drainage and subchapter storm water drainage system improvement cost recovery; and 4) Amending Chapter 51, utility rates and charges, subchapter general provisions and subchapter sewer. 5.
