MINUTES Tuesday, June 17, 2014 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Kenny Anderson Jr., Greg Jamison, Kermit L. Staggers, Rick Kiley, and Christine M. Erickson Members Absent: Michelle Erpenbach, Dean Karsky, Rex Rolfing, and Mike T. Huether Staff Present: Denise D. Tucker, CMC, Assistant City Clerk; David Bixler, Budget Analyst; Jim David, Legislative/Operations Manager; and Rich Oksol, Internal Audit Manager 1. Call To Order City Council Vice-Chair Kenny Anderson Jr. called the meeting to order at 4:00 p.m. 2. Staff Report A. Jim David, Legislative/Operations Manager Jim David, Legislative/Operations Manager, spoke about the National Citizens Survey, which is administered by the National Research Center. A Working Session, to create some questions for the survey, will be held on Wednesday, June 25th at 3:30 p.m., in the Carnegie Town Hall. He said the second agenda item on the Working Session is to establish the City Council's Legislative Priorities for the 2015 session. Results of the Working Session will be discussed with area legislators in early July. A final City Council vote is expected by July 15th. Discussion followed. 3. Public Services Committee A. Report on meeting held on Tuesday, June 10, 2014 City Council Member Christine M. Erickson said they discussed the ordinance regarding when landlords can turn off boiler systems in apartments. She said it was a good discussion and that this item will continue to be monitored. 4. City Council Open Discussion City Council Member Kermit L. Staggers said he went to the Events Center, on Sunday, and met with someone who knows a lot about building siding. He said they took a close look at the siding and there are a number of things that should be corrected. Staggers said they should be informed on what's going on and the City shouldn't be responsible for redoing the siding. He presented Mark Cotter, Director of Public Works, with the list of corrections that are needed. Staggers would like for the City Council to be updated on the matter. 5. Presentations A. Update: International Institute of Municipal Clerks Conference by Tamara Jorgensen, CMC, Assistant City Clerk Tamara Jorgensen, CMC, Assistant City Clerk, provided an overview of the International Institute of Municipal Clerks Conference, which she attended in May, in Milwaukee, Wis. Discussion followed. B. Proposed Pilot Project on Main Avenue in Downtown by the Public Works Staff; and Community Development Staff (City Council action on June 17, 2014) Dustin Powers, Economic Development Coordinator, began the discussion on the pilot project and mentioned that this is Item 42 on tonight's City Council Meeting. He explained the reasoning behind the Main Avenue Road Diet. Heath Hoftiezer, Principal Traffic Engineer, explained the different alternatives, costs and how they picked the best option for the pilot project. He then provided details of the project. Powers spoke about the project objectives. Chad Kucker, with Confluence, provided additional details and designs on what the pilot project area could look like. Discussion followed. An update on the recent weather events was provided by Regan Smith, Emergency Manager, and Cotter. Discussion followed. 6.
