MINUTES Tuesday, July 22, 2014 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Kenny Anderson Jr., Christine M. Erickson, Michelle Erpenbach, Greg Jamison, Dean Karsky, Rick Kiley, Rex Rolfing, Kermit L. Staggers Members Absent: Mike T. Huether Staff Present: Tamara Jorgensen, CMC, Assistant City Clerk; Lorie Hogstad, CMC, City Clerk; David Bixler, Budget Analyst; Jim David, Legislative/Operations Manager; and Rich Oksol, Internal Audit Manager 1. Call To Order City Council Chair Dean Karsky called the meeting to order at 4:00 p.m. 2. Land Use Committee A. Report on meeting held on Tuesday, July 15, 2014 Committee Chair Rex Rolfing provided updates regarding the Right-Of-Way Ordinance and the Prairie Meadows Subdivision Annexation. 3. Urbanized Development Commission (UDC) A. Report on meeting held on Thursday, July 17, 2014 Rolfing stated the following items were on the UDC Agenda and discussed: the approval of CAC Member Appointments; the Final Draft of the 2015 Unified Planning Work Program; the First Draft of the 2015-2018 Transportation Improvement Program; an update on the Long-Range Transportation Plan Market Research Survey Update; the Sioux Falls City Council Transit Task Force Report; and the 85th Street/I-29 Project update. 4. City Council Open Discussion Council Member Kermit Staggers distributed a document containing event center questions received from a citizen. Council Member Greg Jamison spoke regarding potential Joint Meetings with the City Council and both Minnehaha County and Lincoln County Commissions. He stated he has received positive feedback from both County Commission Members. He also spoke with Lynne Keller Forbes, Executive Director for the South Eastern Council of Governments, and noted that this organization has also expressed an interest in participating in future  meetings. Jamison spoke about issues at Van Eps Park. Discussion was held regarding the need to wait for the Park Board to discuss this item and make a recommendation before City Council action could occur. David Pfeifle, City Attorney, reviewed the procedures for the Park Board action as a first step per state statute. Karsky provided the following reminders: There is a Joint Meeting tonight with the Lincoln County Commission at 7:00 p.m.; the Informational Meeting for July 29, 2014 is cancelled; Budget Hearings will start on Tuesday, August 5, 2014, at 3:00 p.m. at the Carnegie Town Hall. 5. Presentations A. Bi-Monthly Event Center Project Update by the Administration Mark Cotter, Director of Public Works, provided an update on Design/Construction. Discussion followed. David Pfeifle, City Attorney, provided an update on the Metal Panels. Discussion followed. Mike Cooper, Director of Planning and Building Services, provided an update on Inspections To Date. Discussion followed. Darrin Smith, Director of Community Development and Public Parking, provided an update on Private Revenue and Sponsor Organizations. Discussion followed. Tracy Turbak, Director of Finance, provided updates on Operations and a Financial Summary as of June, 2014. Discussion followed. B. June Monthly Financial Report by Tracy Turbak, Director of Finance Tracy Turbak, Director of Finance, reviewed the following PowerPoint slides regarding the June Monthly Financial Report: Sioux Falls MSA Unemployment; Building permits YTD Permit Valuations; Sales Tax Collections Without Audits - Cumulative 12 Month Rolling Growth Rate; Entertainment Tax Collections Without Audits Cumulative 12 Month Rolling Growth Rate; Revenue YTD; and Expense YTD.
