MINUTES Tuesday, August 26, 2014 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Kenny Anderson Jr., Christine M. Erickson, Michelle Erpenbach, Greg Jamison, Rick Kiley, Rex Rolfing, Kermit L. Staggers Members Absent: Dean Karsky and Mike T. Huether Staff Present: Tamara Jorgensen, CMC, Assistant City Clerk; Lorie Hogstad, CMC, City Clerk; David Bixler, Budget Analyst; Jim David, Legislative/Operations Manager; and Rich Oksol, Internal Audit Manager 1. Call To Order City Council Vice Chair Kenny Anderson Jr. called the meeting to order at 4:00 p.m. 2. Urbanized Development Commission (UDC) A. Report on meeting held on Thursday, August 21, 2014 Council Member Rex Rolfing stated the UDC meeting discussed the Transportation Improvement Plan. He stated this was the only item on the agenda and it was approved. 3. City Council Open Discussion Council Member Kermit Staggers asked if anyone had received an updates regarding the siding on the Events Center. Anderson Jr. asked Staggers to contact the City Attorney regarding his question. Council Member Greg Jamison asked if input could be received from the Police Department regarding the activity at Van Eps Park. He would like to see a status report from them regarding the activity and initiatives taken at Van Eps Park prior to the 1st Reading of an ordinance on Tuesday, September 2, 2014. Council Member Rick Kiley agreed and he would also like to get input from the Police Department on what they think should happen with the park and how they would like the City Council to proceed. Council Member Christine M. Erickson spoke regarding public testimony received at the August 19, 2014 City Council Meeting regarding a tractor stored in a backyard. After discussion, the ordinance regarding this topic will be brought forward to a future  Land Use Committee meeting for additional review. Jamison spoke regarding the 2014 Citizen Survey questions. Several Council Members have met and put together a list of questions. Jamison also spoke regarding the possibility of future meetings where the City Council meets with both the Lincoln County and Minnehaha County Commissioners at the same time. Jamison stated that the Chairs of the two counties and the City Council will be meeting on September 11, 2014, to discuss duplication of services. 4. Presentations A. July Monthly Financial Report by Tracy Turbak, Director of Finance Tracy Turbak, Director of Finance, reviewed the following PowerPoint slides regarding the July Monthly Financial Report: Sioux Falls MSA Unemployment; Building Permits YTD Permit Valuations; Sales Tax Collections Without Audits - Cumulative 12 Month Rolling Growth Rate; Entertainment Tax Collections Without Audits Cumulative 12 Month Rolling Growth Rate; Revenue YTD; and Expense YTD. Discussion followed. 5. Adjournment A motion was made by Council Member Michelle Erpenbach and seconded by Council Member Rex Rolfing to adjourn the meeting at 4:28 p.m. A voice vote was taken and all members voted yes.
