MINUTES Tuesday, October 28, 2014 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Kenny Anderson Jr., Christine M. Erickson, Michelle Erpenbach, Greg Jamison, Dean Karsky, Rick Kiley, Rex Rolfing, and Kermit L. Staggers Members Absent: Mike T. Huether Staff Present: Tamara Jorgensen, MMC, Assistant City Clerk; Lorie Hogstad, CMC, City Clerk; David Bixler, Budget Analyst; Jim David, Legislative/Operations Manager; and Rich Oksol, Internal Audit Manager. 1. Call To Order City Council Chair Dean Karsky called the meeting to order at 4:00 p.m. Karsky took a moment of personal privilege to wish his wife, Janel, a Happy Birthday. 2. Land Use Committee A. Report on meeting held on Monday, October 20, 2014 Council Member Rex Rolfing reported the main discussion was on residential parking and an ordinance review was received from the City Attorney. Rolfing stated the topic discussed during open discussion concerned the Solar Energy Farm information. 3. City Council Open Discussion Karsky gave recognition to City Clerk Lorie Hogstad for her 35 years of service to the City of Sioux Falls. Hogstad’s hire date was October 29, 1979. Karsky stated that on Tuesday, November 11, 2014, there will be the annual Veterans ceremony at Lincoln High School auditorium to honor vets. He encouraged the Council Members to attend. Council Member Kermit Staggers spoke about recent correspondence on the artwork on the city's snowplows. City Attorney David Pfeifle responded to the inquiries and provided an update on this topic. Discussion followed. 4. Presentations A. Presentation of Three Internal Audit Reports: Mobile Devices, Cell Phones, Long Distance; Payroll; External Quality Control Review of Internal Audit Office by Rich Oksol, Internal Audit Manager Rich Oksol, Internal Audit Manager, provided an update on the three internal audit reports. Discussion followed. B. Main Avenue Road Diet Update by Brent O'Neil, Economic Development Manager; and Dena Knutson, Civil Engineer Brent O'Neil, Economic Development Manager; and Dena Knutson, Civil Engineer, reviewed a PowerPoint Presentation which covered the following topics: Project Objectives; Outcomes; Summary of Feedback; Survey Results; and the Next Steps. Discussion followed. C. Arterial Street Funding by Kenny Anderson Jr., City Councilor City Councilor Kenny Anderson Jr. and Mark Cotter, Director of Public Works, reviewed the Arterial Street Funding.
