MINUTES Tuesday, November 4, 2014 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Kenny Anderson Jr., Christine M. Erickson, Michelle Erpenbach, Greg Jamison, Dean Karsky, Rick Kiley, Rex Rolfing Members Absent: Kermit L. Staggers, Mike T. Huether Staff Present: Lorie Hogstad, CMC, City Clerk; Jim David, Legislative/Operations Manager; Dave Bixler, Budget Analyst; and Rich Oksol, Internal Audit Manager 1. Call To Order Council Chair Dean Karsky called the meeting to order at 4:00 p.m. 2. City Council Open Discussion Councilor Greg Jamison had questions regarding an agreement for services on tonight's meeting for Human Resources for LMI, Inc. to provide an organizational assessment in the amount of $85,500. Bill O'Toole, Human Resources Director, stated this organizational assessment will look at the City of Sioux Falls in its entirety and give their professional opinion about the organization. The overview phase will take approximately five months to complete. Discussion followed. Councilor Kenny Anderson Jr. addressed the arterial road program presentation that he gave at the Informational Meeting on 10/28/14. The IRAB members have requested that this issue be brought back to the IRAB Committee, which is where the original plan came from, for further review. The recommendations will be brought back to the City Council after the first of the year. 3. Executive Session Proposed Executive Session to consult with legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25-2(3). A motion made by Council Member Kenny Anderson Jr. and seconded by Council Member Rex Rolfing to go into Executive Session at 4:13 p.m. to consult with legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25-2(3). City Council Chair Dean Karsky called for a voice vote. All members voted yes. Motion Passed.  The Executive Session began at 4:15 p.m. A motion made by Council Member Rick Kiley and seconded by Council Member Rex Rolfing to go out of Executive Session at 5:54 p.m. City Council Chair Dean Karsky called for a voice vote. All members voted yes. Motion Passed. 4. Adjournment City Council Chair Dean Karsky adjourned the meeting at 5:54 p.m. Lorie Hogstad, CMC City Clerk
