MINUTES Wednesday, November 12, 2014 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Christine M. Erickson, Michelle Erpenbach, Greg Jamison, Dean Karsky, Rick Kiley, and Kermit L. Staggers Members Absent: Kenny Anderson Jr., Rex Rolfing and Mike T. Huether Staff Present: Tamara Jorgensen, MMC, Assistant City Clerk; Lorie Hogstad, CMC, City Clerk; Jim David, Legislative/Operations Manager; and Dave Bixler, Budget Analyst 1. Call To Order Council Chair Dean Karsky called the meeting to order at 4:00 p.m. 2. Staff Report A. Lorie Hogstad, City Clerk Lorie Hogstad, City Clerk, provided an update on meetings and cancellations for the remainder of 2014. A handout was distributed and reviewed. Hogstad provided an update on the November 4, 2014 Election where she visited some of the precincts to review potential future vote center sites. Discussion followed. B. Jim David, Legislative/Operations Manager Jim David, Legislative/Operations Manager reviewed a draft of the Legislative Priorities with the City Council. These proposals will be presented in Resolution format at a City Council Meeting in early December, 2014. Discussion followed. 3. City Council Open Discussion Council Member Kermit Staggers spoke regarding his recent experiences working as an exit poll worker for the November 4, 2014 General Election. Staggers mentioned that he received inquiries about the snowplows and the Christian artwork. He spoke about the separation of church and state and the Constitution. Karsky asked for updates on joint meetings with the counties and the committee updates. Council Member Michelle Erpenbach stated that members of the Sioux Falls City Council and members from Lincoln County and Minnehaha County are  meeting and working together to see if there are ways to make municipal government operate more effectively and efficiently. Examples given were ways to modify forms or procedures to improve efficiency for citizens such as zoning or the process for obtaining building permits, etc. Discussion followed. 4. Presentations A. Storm Water Management Overview by Jeff Schmitt, Chief Planning and Zoning Official; and Andy Berg, Principal Engineer Jeff Schmitt, Chief Planning and Zoning Official and Andy Berg, Principal Engineer reviewed a PowerPoint Presentation regarding the Storm Water Management Overview.
