MINUTES Tuesday, December 2, 2014 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Kenny Anderson Jr., Christine M. Erickson, Michelle Erpenbach, Greg Jamison, Dean Karsky, Rick Kiley, Rex Rolfing, Kermit L. Staggers Members Absent: Mike T. Huether Staff Present: Lorie Hogstad, CMC, City Clerk; Jim David, Legislative/Operations Manager; Dave Bixler, Budget Analyst; and Rich Oksol, Internal Audit Manager 1. Call To Order Council Chair Dean Karsky called the meeting to order at 4:00 p.m. 2. City Council Open Discussion Councilor Michelle Erpenbach addressed Item 36, the Golf Course Contract Resolution on the 7 p.m. City Council Meeting. Dave Bixler, Budget Analyst, gave a presentation reviewing the 2015 Budgeted Income Statement and the 2013- 2017 Management Accounts. Discussion followed. Councilor Christine M. Erickson stated that she attended an Ad Hoc Committee Meeting put on by the South Dakota Municipal League, in Oacoma, SD, on November 21, 2014, along with Darrin Smith, Director of Community Development, and Brent O'Neil, Economic Development Manager. Those in attendance, including other municipalities and counties, discussed challenges that every entity shares including workforce development, affordable housing, and financials. Councilor Greg Jamison said he was recently asked by a citizen if there was a way to contribute to funding or supporting Falls Park. Discussion followed. Jamison stated that he attended the Urbanized Development Commission Meeting on November 20, 2014, along with Councilor Kenny Anderson Jr. Steve Metli was reelected as Chair of the committee. Items discussed were the highway safety report of accidents in the State, realignment of Hwy 100 near I-90 based on environmental issues, and the comprehensive growth plan for Brandon. Karsky recognized Bixler for the work that he did on the golf contract resolution and reminded councilors to use him as a resource in the future for these types of projects. Karsky stated that Tuesday, February 3, 2014, is the date of the South Dakota Municipal League Legislative Briefing in Pierre, followed by Municipal Government Day at the Legislature on February 4, 2014. Most of the councilors have expressed an interest in attending. It was the consensus of the group that all the Council meetings for Tuesday, February 3, 2015, be moved to Monday, February 2, 2015. A resolution noting this change will be prepared and presented at the City Council Meeting of December 16, 2014. Karsky distributed a new seating chart for the City Council which will take effect at the next meeting on Tuesday, December 9, 2014, and reminded the councilors to bring a box to move the items in their drawers, as the drawers are not interchangeable. Karsky announced there will be no Fiscal Committee Meeting today following this meeting. 3. Presentations A. October Monthly Financial Report by Tracy Turbak, Director of Finance Tracy Turbak presented the report. Discussion followed. Jamison had a question regarding Item 4 on the 7 p.m. agenda, specifically the two motorcycles declared surplus by the Police Department with a book value listed as $0. In speaking to Police Chief Doug Barthel, the value of these items is $7,800. Turbak explained the surplus property process including book values versus market values. Discussion followed. B. 2025 Downtown Plan by Dustin Powers, Economic Development Coordinator Mike Cooper, Director of Planning and Building Services, shared the Downtown Vision from 2002 to 2015 and reviewed the goals set at that time as well as the development that has taken place during this time period. Darrin Smith, Director of Community Development, reflected on the 2025 plan. He stated this has been a 14-month process, beginning in October of 2013, and reviewed the process that was undertaken to prepare this plan. He expressed appreciation to Dustin Powers, Economic Development Coordinator, who diligently worked on this plan and proposed numerous unique ideas to engage the community. Powers reviewed a PowerPoint Presentation regarding the comprehensive 2025 Downtown Plan. Discussion followed. The resolution to adopt this plan will be before the City Council on December 9, 2014. C. American Dream Coalition 2014 Conference by Council Member Kermit L. Staggers Councilor Kermit L. Staggers gave a presentation on the conference that he attended in Denver, Colorado, in September. The review focused on three key presentations. He was assisted by Elijah Bird, his grandson, who was instrumental in preparing the presentation. 4.
