MINUTES Tuesday, December 9, 2014 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Kenny Anderson Jr., Christine M. Erickson, Michelle Erpenbach, Greg Jamison, Dean Karsky, Rick Kiley, Rex Rolfing, Kermit L. Staggers Members Absent: Mike T. Huether Staff Present: Tamara Jorgensen, MMC, Assistant City Clerk; Lorie Hogstad, CMC, City Clerk; Jim David, Legislative/Operations Manager; Dave Bixler, Budget Analyst; and Rich Oksol, Internal Audit Manager 1. Call To Order Council Chair Dean Karsky called the meeting to order at 4:00 p.m. 2. City Council Open Discussion Council Member Rex Rolfing provided an update on the UDC Transportation Coordination Meeting held on Thursday, December 4, 2014. Council Member Kermit L. Staggers requested additional information regarding the two liens placed against the City of Sioux Falls. City Attorney David Pfeifle stated it was a lien on the proceeds to an account. Pfeifle stated there is additional information on SIRE regarding this item. Discussion followed. Staggers inquired about whether or not the City issued a formal occupancy permit for the Events Center. Mark Cotter, Director of Public Works, responded by indicating this is a formal process followed by Building Services once certain standards are met. Discussion followed. Council Member Kenny Anderson Jr. asked Cotter for clarification on tree trimming as listed on the Consent Agenda for this evening's City Council Meeting. Cotter provided clarification on this annual program. Discussion followed. 3. Presentations A. National League of Cities: Congress of Cities - Austin, Texas by Jim David, Legislative/Operations Manager; and City Councilors Rick Kiley, Dean Karsky and Michelle Erpenbach  Council Chair Dean Karsky; Jim David, Legislative/Operations Manager; Council Member Rick Kiley and Council Member Michelle Erpenbach provided updates on the National League of Cities: Congress of Cities in Austin, Texas. Discussion followed. B. First Snow Alert Review by Galynn Huber, Street Fleet Manager Galynn Huber, Street Fleet Manager, provided an update on the first Snow Alert.
