MINUTES Tuesday, December 16, 2014 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Kenny Anderson Jr., Christine M. Erickson, Greg Jamison, Dean Karsky, Rick Kiley, Rex Rolfing, and Kermit L. Staggers Members Absent: Michelle Erpenbach and Mike T. Huether Staff Present: Denise D. Tucker, CMC, Assistant City Clerk; David Bixler, Budget Analyst; Jim David, Legislative/Operations Manager; and Rich Oksol, Internal Audit Manager 1. Call To Order Council Chair Dean Karsky called the meeting to order at 4:00 p.m. 2. City Council Open Discussion Council Member Rex Rolfing gave an update on the Audit Committee Meeting, which was held on Thursday. Council Member Michelle Erpenbach arrived at 4:00 p.m. Council Member Greg Jamison gave a report on the South Dakota Municipal League Board Meeting he attended, last Wednesday, in Pierre. He said there was a discussion on legislation that they will propose. The group rejected a proposal for the establishment of river basin natural resource districts. Jamison added that the Mayor of Rapid City gave him a pamphlet regarding the expansion of their convention/events center. Discussion followed. 3. Presentations A. Traffic Signals: Afterhours Flashing Lights by Heath Hoftiezer, Principal Traffic Engineer; and Doug Barthel, Chief of Police Heath Hoftiezer, Principal Traffic Engineer, gave a PowerPoint presentation on Flash Operation at Traffic Signals in Sioux Falls. He provided background information on flashing signals; listed the Top Five requests to Traffic Engineering; traffic volumes; crashes per day at traffic signals; and considerations for the future. Discussion followed. B. November Monthly Financial Report by Tracy Turbak, Director of Finance  Tracy Turbak, Director of Finance, led a PowerPoint presentation on the November Monthly Financial Report. He discussed: the unemployment rate; Building Permit Year-to-Date Permit Valuations; Sales Tax Collections; Entertainment Tax Collection; revenues; and expenses. Discussion followed. 4.
