Informational Meeting 4:00 PM at Carnegie Town Hall

Members Present: Kenny Anderson Jr., Christine M. Erickson, Michelle Erpenbach, Greg
Jamison, Dean Karsky, Rick Kiley, Rex Rolfing, Kermit L. Staggers
Members Absent: Mike T. Huether
Staff Present: Lorie Hogstad, CMC, City Clerk; Jim David, Legislative/Operations Manager;
Dave Bixler, Budget Analyst; and Rich Oksol, Internal Audit Manager
1. Call To Order
Council Chair Dean Karsky called the meeting to order at 4:00 p.m.
2. City Council Open Discussion
Council Member Kermit L. Staggers stated that the recent snowstorm was a good
opportunity to look at people's driveways and assess the use of snow gates in
Sioux Falls. The snow gates seem to be working very well; however, some
citizens have expressed concerns that the snow gates are not being used on
their driveways. Karsky stated that Public Works will respond to questions and
concerns regarding the snow gates and citizen concerns and calls should be
directed to Public Works. Council Member Rick Kiley had the opportunity to
follow the plows in December and saw the many challenges that the operators
faced. Discussion followed.
Council Member Greg Jamison said there will be a Fiscal Committee
Meeting following this meeting to discuss the Water Reclamation State Revolving
Fund loans with the update provided by Mark Cotter, Director of Public Works.
Karsky stated that he attended the Minnehaha County Commission Meeting this
morning and they approved a proclamation appreciating law enforcement. Friday,
January 9, 2015, is National Law Enforcement Appreciation Day and Karsky
asked that the City Police Department, South Dakota Highway Patrol, Minnehaha
and Lincoln County Sheriff's Offices, and the South Dakota State Penitentiary
Warden, be recognized for the work that they do.
Karsky added that on Tuesday, January 13, 2015, there will be a Joint Meeting
with the Minnehaha and Lincoln County Commissions for a presentation from
the Dakota Access Pipeline group. Citizens will have an opportunity for public
input and comment at this time. In addition, the public will have an opportunity to
attend a public hearing of the Public Utilities Commission (PUC) at the Best
Western Ramkota Hotel in Sioux Falls on Thursday, January 22, 2015, at 5:30
p.m. Council Member Michelle Erpenbach stressed that the City Council does not
have any influence over this issue and that the PUC will make the final decision.
3. Presentations
A. Workforce Development Pilot Project Update by Darrin Smith, Director of
Community Development; and Brent O'Neil, Economic Development Manager
Darrin Smith, Director of Community Development, presented a PowerPoint
including slides entitled: Background; Community Outreach & Feedback; Priority
Areas of Need; and Program Overview. Discussion followed.
4. Executive Session
A. Proposed Executive Session to consult with legal counsel about proposed or
pending litigation or contractual matters pursuant to SDCL 1-25-2(3).
A motion was made by Council Member Kenny Anderson Jr. and seconded by Council Member
Michelle Erpenbach to go into Executive Session at 5:01 p.m. to consult with legal counsel about
proposed or pending litigation or contractual matters pursuant to SDCL 1-25-2(3).
City Council Chair Dean Karsky called for a voice vote. All members voted yes.
Motion Passed.
A motion made by Council Member Rex Rolfing and seconded by Council Member Greg
Jamison to go out of Executive Session at 5:45 p.m.

Motion Passed.
5. Adjournment
City Council Chair Dean Karsky adjourned the meeting at 5:45 p.m.
