MINUTES Tuesday, January 27, 2015 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Kenny Anderson Jr., Michelle Erpenbach, Greg Jamison, Dean Karsky, Rick Kiley, Rex Rolfing, Kermit L. Staggers, Mike T. Huether Members Absent: Christine M. Erickson Staff Present: Tamara Jorgensen, MMC, Assistant City Clerk; Dave Bixler, Budget Analyst; and Jim David, Legislative/Operations Manager 1. Call To Order Council Chair Dean Karsky called the meeting to order at 4:00 p.m. 2. Staff Report A. Jim David, Legislative/Operations Manager Jim David, Legislative/Operations Manager provided an update on the National Citizens Survey. He also provided an update on House and Senate bills being proposed and reviewed by the South Dakota Legislature. 3. Fiscal Committee A. Report on meeting held on Tuesday, January 6, 2015 Council Member Greg Jamison provided an update on Public Works Projects reviewed at the Fiscal Committee Meeting. 4. Urbanized Development Commission (UDC) A. Report on meeting held on Thursday, January 15, 2015 Council Member Rex Rolfing provided an update which included appointing more members to committees; reviewing unified planning amendments; and reviewing an annual listing of obligated projects. Jamison also added that a Minnehaha County management pavement management program was reviewed and discussed. 5. City Council Open Discussion Council Member Kermit L. Staggers spoke regarding the ambulance service contract. He spoke about deferring action and discussion on the contract until the appeal process is completed. Discussion followed. 6. Presentations A. Indoor Aquatics Center Project Update by City Administration Mayor Mike Huether provided opening remarks regarding the new Indoor Aquatic Center. Don Kearney, Director of Parks and Recreation, reviewed a PowerPoint Presentation with focus on the following slides: Project Goals; Recreation Pool; Therapy Pool; 50-Meter Pool; Additional Facility Features; Flexibility; Durability/Quality; Capacity; and Economic Impact. Tracy Turbak, Director of Finance, continued the review of the PowerPoint Presentation with focus given on the following slides: Aquatic Center Investment; and Doing It Right. Kendra Siemonsma, Project Manager, continued the PowerPoint Presentation review with focus given on the following slide: Next Steps. Huether concluded with a review of the slide “Things To Remember”.
