MINUTES Tuesday, February 17, 2015 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Kenny Anderson Jr., Christine M. Erickson, Michelle Erpenbach, Greg Jamison, Rick Kiley, Rex Rolfing, Kermit L. Staggers Members Absent: Dean Karsky and Mike T. Huether Staff Present: Denise D. Tucker, CMC, Assistant City Clerk; Lorie Hogstad, CMC, City Clerk; and Jim David, Legislative/Operations Manager 1. Call To Order Vice Council Chair Kenny Anderson Jr. called the meeting to order at 4:00 p.m. 2. Staff Report A. Jim David, Legislative/Operations Manager Jim David, Legislative/Operations Manager, provided the City Council with a Legislative update: Senate Bill 135 has been delayed; last week House Bill 1167 was rejected in committee; and he is continuing to monitor two major highway bills, Senate Bill 1 and House Bill 1131. David added that the City Street Naming Committee has begun the process to rename Highway 100 to Veterans Parkway. Discussion followed. 3. Public Services Committee A. Meeting held on Tuesday, February 10, 2015 City Council member Christine M. Erickson said the committee met last week to discuss mobile vending and the building permit process. 4. City Council Open Discussion City Council member Kermit L. Staggers spoke about last Tuesday's City Council meeting and mentioned that everyone did not have a chance to comment on the ambulance service contract. He hopes in the future that all Council members get a chance to speak on items. Staggers provided a statement he suggested be made prior to voting. Discussion followed. Erickson said she has been contacted regarding parking in certain strip malls  and/or developments. She hasn't spoken to the administration yet, but does have some questions for them. Discussion followed. City Council member Rick Kiley said he received a letter regarding a billboard that was put up in the southeast part of town. The topic was referred to the Land Use Committee meeting in March. Discussion followed. Anderson Jr. said last weekend a young man took his own life. He said people feel like they don't have options, but he wanted them to know that they do. Anderson Jr. referenced the National Suicide Prevention Lifeline. The hotline number is 1- 800-273-8255. 5. Presentations A. Tax Increment Financing (TIF) by Darrin Smith, Director of Community Development/Public Parking; and Brent O'Neil, Economic Development Manager Darrin Smith, Director of Community Development/Public Parking, gave a PowerPoint presentation on the formation of Tax Increment Financing (TIF). Discussion followed. The Land Use Committee was assigned TIFs, for discussion at a future meeting. B. Parks and Recreation System Master Plan by Kelby Mieras, Park Operations Manager; and Pat O'Toole, Greenplay consultant Kelby Mieras, Park Operations Manager, provided background on the Parks and Recreation System Master Plan. Pat O'Toole, Greenplay consultant, presented a PowerPoint presentation regarding the Master Plan. Discussion followed. 6.
