MINUTES Tuesday, March 3, 2015 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Christine M. Erickson, Michelle Erpenbach, Greg Jamison, Dean Karsky, Rick Kiley, Rex Rolfing, Kermit L. Staggers Members Absent: Kenny Anderson Jr., Mayor Mike T. Huether Staff Present: Lorie Hogstad, CMC, City Clerk; Jim David, Legislative/Operations Manager; and Dave Bixler, Budget Analyst 1. Call To Order Council Chair Dean Karsky called the meeting to order at 4:00 p.m. 2. Staff Report A. Jim David, Legislative/Operations Manager Jim David, Legislative/Operations Manager, presented an update on the current legislative session including HB1106, SB173, HB1131, and SB135. David presented PowerPoint slides to further clarify SB135, Temporary Penny for Infrastructure. 3. Audit Committee A. Meeting held on Thursday, February 19, 2015 Audit Committee Chair Rex Rolfing stated there were three reports: MidAmerican Energy - Constellation NewEnergy; Dakota Golf Management; and Rental Registration Program. These audits will be presented at an upcoming Informational Meeting. In addition, Rolfing requested to add an audit of the Transit System. Discussion followed regarding this audit request. 4. Land Use Committee A. Meeting held on Tuesday, February 17, 2015 Land Use Committee Chair Rolfing stated that the items discussed were Sump Pump Collection System Homeowner Hookup; and Special Assessment Policy. Project TRIM was on the agenda, but was not discussed due to time constraints. Council Member Kenny Anderson Jr. arrived at the meeting at 4:05 p.m. 5. City Council Open Discussion Council Member Kermit L. Staggers received a phone call from a citizen suggesting that the Park Board Meetings be broadcast on CityLink. Karsky stated that the Park Board Meetings are held at different locations. Council Member Michelle Erpenbach stated, as a former Park Board member, that they do indeed meet in different parks and park facilities and, in addition, meet the same day and time as a City Council Informational Meeting. There would be many expenses incurred including staff time and equipment needed to record these meetings. She added this is a citizen advisory board and their minutes are public and online as are the minutes for all of the City's boards. Council Member Kenny Anderson Jr. asked Jim David to contact the Park Director and ask for an e-mail with information regarding the Park Board Meetings. 6. Presentations A. Premier Center Ticket Sales by Terry Torkildson, Denny Sanford Premier Center General Manager Terry Torkildson, General Manager of the Denny Sanford Premier Center, gave a PowerPoint presentation including slides entitled: Why Do Some Shows Sell Out So Quickly; Supply and Demand; What is the Premier Center's Role in the Ticketing Process; What is a Presale and How Does It Work; Presales: Who Gets Access; Why Are Tickets Listed on StubHub and Other Sites; Advice When Buying From or Selling on Reseller Sites; Ticket Buying Tips. Discussion followed. B. 2014 Year-End Financial Report by Tracy Turbak, Director of Finance Tracy Turbak, Director of Finance, began by commenting on the previous presentation by Terry Torkildson, regarding Premier Center Ticket Sales. He thanked the staff of SMG for stepping up and fulfilling the City's highest expectations at the Events Center. Turbak stated the information in this annual report is considered preliminary until the audit is complete. He thanked the Finance team for their hard work throughout the year and the added fact that new financial software was implemented in 2014. Turbak presented the following PowerPoint slides: Economic Snapshot slides included: Sioux Falls MSA Unemployment; Building Permit Valuations; Sales Tax Collections w/out Audits; and Entertainment Tax Collections w/out Audits. 2014 Financial Results slides included: General Fund; and General Fund Available Fund Balance (2 slides). Capitol Program slides included: 2014 Investments; and Photos of Projects Executed in 2014 (6 slides). Enterprise Activities (Utilities) slides included: 2014 Enterprise Funds; and Total Outstanding Debt. Outlook for the Future was the final slide. Discussion followed. 7.
