Erickson, Michelle Erpenbach, Greg Jamison, Dean Karsky, Rick Kiley, Rex Rolfing, Kermit L. Staggers Members Absent: Mike T. Huether Staff Present: Tamara Jorgensen, MMC, Assistant City Clerk; Jim David, Lorie Hogstad, CMC, City Clerk; Legislative/Operations Manager; and Dave Bixler, Budget Analyst 1. Call To Order Council Chair Dean Karsky called the meeting to order at 4:00 p.m. 2. Staff Report A. Jim David, Legislative/Operations Manager Jim David, Legislative/Operations Manager provided an update on Legislative action in Pierre. David reviewed a PowerPoint Presentation on SB1 on taxes and fee increases. Discussion followed. 3. City Council Open Discussion Council Member Kermit L. Staggers read a portion of the city code regarding conflict of interest and disclosure procedures at City Council Meetings. Staggers recommended that Council Members disclose the reason(s) why they are excusing themselves from an item and leaving a meeting. 4. Presentations A. Resolution approving the 2015 SculptureWalk Program by Mike Cooper, Director of Planning and Building Services; Jim Clark, Director of SculptureWalk; and Russ Sorenson, Urban Planner Russ Sorenson, Urban Planner; Mike Cooper, Director of Planning and Building Services; and Jim Clark, Director for SculptureWalk, reviewed a PowerPoint Presentation for the 2015 SculptureWalk program.
