MINUTES Tuesday, March 17, 2015 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Kenny Anderson Jr., Christine M. Erickson, Michelle Erpenbach, Greg Jamison, Dean Karsky, Rick Kiley, Rex Rolfing Members Absent: Kermit L. Staggers and Mike T. Huether Staff Present: Denise D. Tucker, CMC, Assistant City Clerk; Lorie Hogstad, CMC, City Clerk; David Bixler, Budget Analyst; and Jim David, Legislative/Operations Manager 1. Call To Order City Council Chair Dean Karsky called the meeting to order at 4:00 p.m. 2. Staff Report A. Jim David, Legislative/Operations Manager Jim David, Legislative Operations/Manager, presented an update on the State Legislature. He discussed: House Bill 1106, which clarifies Hanson v. Minnehaha County; Senate Bill 173, a water funding bill that includes a $7.7 million advance for Lewis & Clark expansion to Madison; and Senate Bill 1, a transportation funding bill. Discussion followed. 3. Public Services Committee A. Meeting of Tuesday, March 10, 2015 City Council Member Christine M. Erickson provided an update on the recent Public Services Committee. Items discussed at the meeting included: subdivision access; and the proposed ordinance update on mobile food vending. Discussion followed. 4. City Council Open Discussion City Council Member Rex Rolfing spoke about the Land Use Committee Meeting agenda. City Council Member Michelle Erpenbach spoke about day care licensing. She stated that she and Jill Franken, Director of Health, will be on the news to discuss the issue. Erpenbach said that she has invited Franken to a future meeting to speak  about the day care ordinance. 5. Presentations A. Audit Report: 14-01 MidAmerican Energy - Constellation NewEnergy by Rich Oksol, Internal Audit Manager Rich Oksol, Internal Audit Manager, reviewed the MidAmerican Energy- Constellation NewEnergy Audit Report. He discussed the audit objectives and results. B. Audit Report: 14-04 Dakota Golf Management by Rich Oksol, Internal Audit Manager Oksol reviewed the Dakota Golf Management Audit Report. He spoke about the agreement background, audit objectives, recommendations, and a response from Don Kearney, Director of Parks and Recreation. C. Audit Report: 14-09 Rental Registration Program by Rich Oksol, Internal Audit Manager Oksol reviewed the Rental Registration Program Audit Report. He provided background on the rental registration program and ordinance; the report objectives; and recommendations. Discussion followed. Mike Cooper, Director of Planning and Building Service, spoke briefly. Discussion followed. 6. Executive Session A. Consult with legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25-2(3) and personnel matters pursuant to SDCL 1- 25-2(1). A motion made by Kenny Anderson Jr. and seconded by Christine M. Erickson to go into Executive Session at 4:32 p.m. to consult with legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25-2(3) and personnel matters pursuant to SDCL 1-25-2(1). City Council Chair Dean Karsky called for a voice vote. All members voted yes. Motion Passed. City Council Member Rick Kiley welcomed Jerry and Jeanne Gerken. The Executive Session began at 4:38 p.m. A motion made by Rick Kiley and seconded by Christine M. Erickson to go out of Executive Session at 5:02 p.m.  City Council Chair Dean Karsky called for a voice vote. All members voted yes. Motion Passed. 7.
