MINUTES Tuesday, March 24, 2015 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Christine M. Erickson, Michelle Erpenbach, Greg Jamison, Dean Karsky, and Rick Kiley Members Absent: Kenny Anderson Jr., Rex Rolfing, Kermit L. Staggers, and Mike T. Huether Staff Present: Tamara Jorgensen, MMC, Assistant City Clerk; Lorie Hogstad, CMC, City Clerk; David Bixler, Budget Analyst; and Jim David, Legislative/Operations Manager 1. Call To Order Council Chair Dean Karsky called the meeting to order at 4:00 p.m. 2. Land Use Committee A. Meeting of Tuesday, March 17, 2015 Council Member Greg Jamison provided an update on the Land Use Committee Meeting covering the following topics: an ordinance amending the placement of billboard placements, annexation process changes, changes to assessing new properties annexed into the city, and a conversation regarding the TIF process. Discussion followed. 3. Urbanized Development Commission (UDC) A. Meeting of Thursday, March 19, 2015 Council Member Rick Kiley provided an update on the Urbanized Development Commission covering the following topics: 2016 Unified Planning Work Program, 2015-2018 Transportation Improvement Program, I-229 Study, 2018 Park Improvements, the Sioux Falls Regional Airport Master Plan, and the Minnehaha County Envision 2035 Plan. Discussion followed. 4. City Council Open Discussion Kiley spoke about the Sioux Falls Regional Airport and the passing of John Orr. Orr was the Airport Director from 1957 through 1988 when he retired. Kiley expressed appreciation for Orr's accomplishments and stated he will be missed. 5. Presentations  A. 2015 National Citizen Survey by Jim David, Legislative/Operations Manager Jim David, Legislative/Operations Manager provided an update and presentation on the results of the 2015 National Citizen Survey. Discussion followed. Jamison suggested bringing forward sections of the survey results to the Fiscal Committee for further review and analysis. Discussion followed. 6.
