MINUTES Tuesday, April 7, 2015 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Kenny Anderson Jr., Christine M. Erickson, Michelle Erpenbach, Greg Jamison, Dean Karsky Members Absent: Rick Kiley, Rex Rolfing, Kermit L. Staggers, Mike T. Huether Staff Present: Lorie Hogstad, CMC, City Clerk; and Dave Bixler, Budget Analyst 1. Call To Order Council Chair Dean Karsky called the meeting to order at 4:00 p.m. Council Member Kermit L. Staggers arrived at the meeting at this time. 2. Staff Report A. Jim David, Legislative/Operations Manager Dave Pfeifle, City Attorney, spoke regarding Item #40 on tonight's agenda which is the first reading of a proposed ordinance revising the ordinances that govern citizen boards. Pfeifle and his team met with all 42 citizens boards of which 342 citizens serve as volunteers. He reviewed the proposed revisions to this ordinance. Council Member Greg Jamison asked Pfeifle to address Item #39 which is the second reading of the ordinance placing a moratorium on billboards. Pfeifle explained the proposed amendments that will be brought forth tonight by Council Member Rick Kiley. Discussion followed. 3. City Council Open Discussion Jamison again addressed billboards. He brought up the example of the "Sioux Falls Has Jobs" initiative and how a department can authorize spending or create spending through the professional services provision. Pfeifle addressed Jamison's concerns. Council Member Michelle Erpenbach stated that she and Council Member Kenny Anderson Jr. went to the Bishop Dudley House Community Meeting on Monday night. She gave an update on the meeting and stated that community meetings will continue to be held over the next year or longer. Erpenbach thanked  City staff for attending as well as the Police Officers that were present at the meeting. Anderson Jr. felt the meeting was very positive and gave businesses and home owners an opportunity to share their concerns. 4. Executive Session A. Proposed Executive Session to consult with legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25-2(3) A motion was made by Council Member Kenny Anderson Jr. and seconded by Council Member Michelle Erpenbach to go into Executive Session at 4:17 p.m. to consult with legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25-2(3). City Council Chair Dean Karsky called for a voice vote. All members voted yes. Motion Passed. A motion made by Council Member Kenny Anderson Jr. and seconded by Council Member Michelle Erpenbach to go out of Executive Session at 5:53 p.m. City Council Chair Dean Karsky called for a voice vote. All members voted yes. Motion Passed. 5. Adjournment City Council Chair Dean Karsky adjourned the meeting at 5:53 p.m. Lorie Hogstad, CMC City Clerk
