MINUTES Tuesday, June 2, 2015 Informational Meeting 4:30 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Kenny Anderson Jr., Michelle Erpenbach, Greg Jamison, Dean Karsky, Rick Kiley, Rex Rolfing Members Absent: Christine M. Erickson, Kermit L. Staggers and Mike T. Huether Staff Present: Tamara Jorgensen, MMC, Assistant City Clerk; David Bixler, Budget Analyst; Jim David, Legislative/Operations Manager; and Rich Oksol, Internal Audit Manager 1. Call To Order Council Chair Kenny Anderson Jr. called the meeting to order at 4:30 p.m. 2. City Council Open Discussion Council Member Greg Jamison reminded the audience there would be a Fiscal Committee Meeting after today's Informational Meeting. Jamison stated he attended the South Dakota Municipal League Board Meeting in Parker. A decision was made at this meeting to combine county commissioners and Municipal League members to collaborate on legislative issues that work together for city and county items. Council Member Christine M. Erickson arrived at this time. Jamison spoke regarding a 'ride-along' he took this morning with Budget Analyst David Bixler to observe the Project TRIM program. He recommended others should take the time to review the process. Council Member Kermit L. Staggers arrived at this time. Jamison stated he and Bixler went to the Bus Transfer Station and reviewed the process for keeping track of riders. They went aboard a bus and reviewed the 'dog tag' process as demonstrated by the bus driver. Council Member Michelle Erpenbach spoke regarding a person convicted of distracted driving speaking about how his distracted driving caused a death in Minnesota. She stated this item may be brought before the Public Services Committee later this summer for additional review and asked that the members remain open minded on this topic.  Council Member Kermit L. Staggers spoke regarding the costs for free rides to children during the summer months. Discussion followed. Council Member Rick Kiley congratulated local government entities and foundations for their combined success in getting Foundation Park started. Discussion followed. 3. Executive Session A. Personnel matters pursuant to SDCL 1-25-2(1) A motion was made by Council Member Rex Rolfing and seconded by Council Member Dean Karsky to go into Executive Session at 4:41 p.m. to discuss a personnel matter pursuant to SDCL 1-25-2(1). Council Chair Kenny Anderson Jr. called for a voice vote. All members voted yes. Motion Passed. A motion was made by Council Member Rex Rolfing and seconded by Council Member Dean Karsky to go out of Executive Session at 4:58 p.m. Council Chair Kenny Anderson Jr. called for a voice vote.
