MINUTES Tuesday, May 26, 2015 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Kenny Anderson Jr., Christine M. Erickson, Michelle Erpenbach, Greg Jamison, Dean Karsky, Rick Kiley, Kermit L. Staggers Members Absent: Rex Rolfing, Mike T. Huether Staff Present: Tamara Jorgensen, MMC, Assistant City Clerk; David Bixler, Budget Analyst; Jim David, Legislative/Operations Manager; and Rich Oksol, Internal Audit Manager 1. Call To Order Council Chair Kenny Anderson Jr. called the meeting to order at 4 p.m. 2. Land Use Committee A. Meeting held on Tuesday, May 19, 2015 Council Member Rick Kiley provided an update referencing street projects and the complete streets initiative projects. 3. Urbanized Development Commission (UDC) A. Meeting held on Thursday, May 21, 2015 Council Member Rick Kiley provided an update by reviewing the following items that were discussed at the meeting: 2016-2019 Transportation Improvement Program; Review of Bylaw Revisions; Application from the City of Tea; and the 2015-2018 Revisions to the Transportation Improvement Program. 4. City Council Open Discussion There was none. 5. Presentations A. Update - Transition of Ambulance Service - Paramedics Plus by Jill Franken, Public Health Director; Mark Postma, Paramedics Plus Vice President; Michael Bureau, Paramedics Plus Sioux Falls Chief Operating Officer; and Jeff Haislet, ETMC EMS Communications Director  Jill Franken, Public Health Director, and Mark Postma, Paramedics Plus Vice President, provided opening remarks. Michael Bureau, Paramedics Plus Sioux Falls Chief Operating Officer, reviewed a PowerPoint presentation of 12 pictorial slides. Jeff Haislet, ETMC EMC Communications Director, provided an update on the technology and communications training that has taken place. 6. Executive Session A. Consult with legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25-2(3). A motion was made by Council Member Dean Karsky and seconded by Council Member Michelle Erpenbach to go into Executive Session at 4:35 p.m. to consult with legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25-2(3). City Council Chair Kenny Anderson Jr. called for a voice vote. All members voted yes. Motion Passed. A motion made by Council Member Dean Karsky and seconded by Council Member Christine M. Erickson to go out of Executive Session at 4:50 p.m. City Council Chair Kenny Anderson Jr. called for a voice vote. All members voted yes. Motion Passed. 7.
