MINUTES Tuesday, May 19, 2015 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Christine M. Erickson, Michelle Erpenbach, Greg Jamison, Dean Karsky, Rex Rolfing Members Absent: Kenny Anderson Jr., Rick Kiley, Kermit L. Staggers, Mike T. Huether Staff Present: Denise D. Tucker, CMC, Assistant City Clerk; David Bixler, Budget Analyst; Jim David, Legislative/Operations Manager; Lorie Hogstad, CMC, City Clerk; and Rich Oksol, Internal Audit Manager 1. Call To Order City Council Chair Dean Karsky called the meeting to order at 4:00 p.m. He mentioned that the Land Use Committee would meet following the Informational Meeting. 2. Public Services Committee A. Meeting of Tuesday, May 12, 2015 Council Member Christine M. Erickson said they received an update on the plumbing rebate program. 3. City Council Open Discussion Council Member Rex Rolfing expressed his appreciation for Karsky's leadership as Council Chair. City Council Vice Chair Kenny Anderson Jr. and Council Member Rick Kiley arrived to the meeting at this time. Council Member Greg Jamison said he watched some of the open discussion of last week's City Council meeting regarding youth riding buses. He wondered if there was some sort of a summer pilot program that could take place regarding students riding buses for free. Discussion followed. A task force comprised of Jamison, Rolfing, Erickson, and Kiley, was formed to work on a resolution. Discussion followed. Anderson Jr. said he read an article about a pilot program for children in the St. Paul, Minn., school district to receive free bag lunches from food trucks.  Discussion followed. 4. Presentations A. Monthly Financial Report by Tracy Turbak, Director of Finance Tom Huber, Assistant Director of Finance, provided the April Monthly Financial Report. His PowerPoint presentation included information regarding: Sioux Falls MSA Unemployment; Building Permits, YTD Permit Valuations; Sales Tax Collections w/out Audits, Cumulative 12 Month Rolling Growth Rate; Entertainment Tax Collections w/out Audits, Cumulative 12 Month Rolling Growth Rate; Revenue YTD; and Expense YTD.
