MINUTES Tuesday, June 16, 2015 Informational Meeting 4 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Kenny Anderson Jr., Christine M. Erickson, Michelle Erpenbach, Greg Jamison, Dean Karsky, Rick Kiley, Rex Rolfing, Kermit L. Staggers Members Absent: Mike T. Huether Staff Present: Denise D. Tucker, CMC, Assistant City Clerk; Lorie Hogstad, CMC, City Clerk; David Bixler, Budget Analyst; Jim David, Legislative/Operations Manager; Rich Oksol, Internal Audit Manager 1. Call To Order City Council Chair Kenny Anderson Jr. called the meeting to order at 4 p.m. 2. Public Services Committee A. Meeting of Tuesday, June 9, 2015 Committee Chair Christine M. Erickson said Mike Cooper, Director of Planning and Building Services, presented an update on changes made to a subdivision ordinance. In a few months, he will return to present another update to the committee. 3. City Council Open Discussion Anderson Jr. said there was a meeting last night with Prairie Meadows citizens, regarding annexation. He thought it was a productive meeting, but said there is still more to discuss. Anderson Jr. added that there is a time limit regarding a grant, from the State, for storm sewer repair. The grant expires in March, 2016. Discussion followed. City Council Member Greg Jamison attended a meeting this morning with the Administration and Sioux Area Metro, regarding free bus passes for kids. He said it was a very good meeting. Erickson attended a meeting this morning with Sioux Falls area legislators regarding Legislative priorities. She said it was a great conversation. Discussion followed. City Council Member Dean Karsky encouraged people to attend the Land Use  Committee Meeting. He said he was going to begin a discussion on the alcoholic beverage ordinances. 4. Presentations A. Monthly Financial Report by Tracy Turbak, Director of Finance Tracy Turbak, Finance Director, presented the May Monthly Financial Report. Items discussed included: Sioux Falls MSA Unemployment; Building Permits YTD Permit Valuations; Sales Tax Collections w/out Audits, Cumulative 12 Month Rolling Growth Rate; Entertainment Tax Collections w/out Audits, Cumulative 12 Month Rolling Growth Rate; Revenue YTD; and Expense YTD. Discussion followed. B. City's Water Quality Update by Jesse Neyens, Environmental Analyst Jesse Neyens, Environmental Analyst, presented an update on the City's Water Quality Efforts. The PowerPoint presentation focused on: Big Sioux River Water Quality; Ongoing Water Quality Projects; Big Sioux River Greenway Cleanup; Mayors Big Sioux River Water Quality Summit; Water Quality Monitoring; Investing in Infrastructure; Storm Water Management Program; Flood & Levee Management; Street Sweeping Efforts; and RCPP - Regional Conservation Partnership Program.
