MINUTES Tuesday, June 23, 2015 Informational Meeting 4 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Kenny Anderson Jr., Christine M. Erickson, Michelle Erpenbach, Greg Jamison, Dean Karsky, Rick Kiley, Rex Rolfing, Mike T. Huether Members Absent: Kermit L. Staggers Staff Present: Tamara Jorgensen, MMC, Assistant City Clerk; David Bixler, Budget Analyst; Jim David, Legislative/Operations Manager; and Rich Oksol, Internal Audit Manager 1. Call To Order City Council Chair Kenny Anderson Jr. called the meeting to order at 4 p.m. 2. Land Use Committee A. Meeting of Tuesday, June 16, 2015 Committee Chair Rick Kiley presented an update on the meeting held on Tuesday, June 16, 2015, regarding the discussion on proposed changes to the ordinances regarding off-sale alcohol sales. 3. City Council Open Discussion Council Member Kermit L. Staggers spoke regarding parking citations given on Saturday, June 20, 2015, at an event at Terrace Park. Council Member Michelle Erpenbach asked if the Council Working Sessions have been scheduled to review the upcoming budget information. Erpenbach reminded the viewing public that the information presented by Mayor Huether today is available at www.siouxfalls.org for their review. She asked the public to contact the City Council if they want additional reviews done on any particular section or topic. Council Member Dean Karsky spoke regarding how our city ordinances relate to transportation network companies and operators. Jim David, Legislative/Operations Manager, reviewed the definitions of the companies; ordinance examples from other parts of the country; and background checks. Discussion followed. Karsky recommended that this topic be reviewed by the Public Services Committee. 4. Presentations Council Member Kermit L. Staggers arrived at this time. Huether reviewed the following PowerPoint Slides: Getting "Stuff" Done; Capital Program Spending Last 6 Years; Outstanding Debt Paying It Down; 2016-2020 Capital Program; Capital Program Sources Total $556.6 Million; Capital Program Uses Total $556.6 Million; Our Citizens Want Us to Invest In Streets and Infrastructure; Rating Our Streets; Street Rehabilitation Program; Major Street Reconstruction; 12th Street Bridge; Arterial Street Expansion; Downtown Streets; Utilities: A Critical Investment; Foundation Park; New Public Parking Facility; Our Citizens Love Our Parks; Park Investments Since 2010; Future Park Investments; Building Our New Indoor Aquatic Center Right The First Time; River Greenway Phase 3: $4.8M; Bike Trail Access, Expansion, Reconstruction; Van Eps Park; Rebuild Existing Parks; Falls Park Improvements; Levitt Pavilion Partnership; New Administrative Office Building; Construction of Fire Station 12; Police Firing Range Improvements; and This Process Is Not An Easy One.
