MINUTES Tuesday, July 14, 2015 Informational Meeting 4 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Kenny Anderson Jr., Christine M. Erickson, Michelle Erpenbach, Greg Jamison, Dean Karsky, Rick Kiley, Rex Rolfing, and Kermit L. Staggers Members Absent: Mike T. Huether Staff Present: Tamara Jorgensen, MMC, Assistant City Clerk; Dave Bixler, Budget Analyst; Rich Oksol, Internal Audit Manager; and Jim David, Legislative/Operations Manager 1. Call To Order Council Chair Kenny Anderson Jr. called the meeting to order at 4 p.m. 2. City Council Open Discussion Council Member Greg Jamison spoke about an ordinance regarding boulevards. This particular ordinance has been reviewed and discussed in the past. The ordinance is perceived as being unenforceable. This topic was assigned to the Land Use Committee for additional review. Discussion followed. Council Member Kermit L. Staggers spoke about the process for changing a street name. Council Member Rex Rolfing provided additional details regarding the background on the name change on Powder House Road/Highway 100. Discussion followed. Rolfing gave a presentation on the renaming of Highway 100/Powder House Road. Rolfing provided clarification on which areas are going to be renamed. Discussion followed. 3. Presentations A. 2016 Legislative Priorities by Jim David, Legislative/Operations Manager Jim David, Legislative/Operations Manager, advised the City Council that the City Link staff were aware of the video 'flashing' and are working to correct the issue. David reviewed a PowerPoint presentation encompassing the 2015 Legislative Priorities. David reviewed eight recommendations with the Council. Discussion followed.  B. SDSU Extension Presentation by Charles Martinell, SDSU Extension 4-H Program Advisor Chuck Martinell, SDSU Extension 4-H Program Advisor reviewed a PowerPoint presentation regarding the SDSU Extension Presentation. The following slides were presented: 4-H Mission Statement; The 4-H Program; Benefits of 4-H for Youth; 4-H in Minnehaha County; 4-H Clubs; Direct Contact Program; Indirect Contact Program; and the 2016 Goals for Minnehaha County 4-H. Discussion followed. Council Chair Kenny Anderson Jr. stated that the Executive Session was cancelled. 4. Potential Executive Session A. Consult with legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25-2(3). 5.
