MINUTES Tuesday, July 7, 2015 Informational Meeting 4 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Kenny Anderson Jr., Christine M. Erickson, Michelle Erpenbach, Greg Jamison, Dean Karsky, Rick Kiley, Rex Rolfing, and Kermit L. Staggers Members Absent: Mike T. Huether Staff Present: Lorie Hogstad, CMC, City Clerk; Dave Bixler, Budget Analyst; and Rich Oksol, Internal Audit Manager 1. Call To Order Council Chair Kenny Anderson Jr. called the meeting to order at 4 p.m. 2. Staff Report A. Dave Bixler, Budget Analyst Dave Bixler, Budget Analyst, reviewed the 2016 budget timeline. 3. Presentations A. Sioux Falls Bike Plan by Sam Trebilcock, Transportation/Transit Planner Sam Trebilcock, Transportation Transit Planner, presented the following PowerPoint slides for the 2015 Draft Bicycle Plan: What has Changed with Bicycling in Sioux Falls; Bicycle Plan Public Involvement; Bicycle Plan Survey; Reasons to Change Bicycling in Sioux Falls; Bicycle Plan Vision; and Bicycle Plan Goals and Strategies. Discussion followed. 4. City Council Open Discussion Council Member Greg Jamison received an update from Sam Trebilcock, Transportation Transit Planner, on the bus dog tag pass program for students. A total of 327 tags have been issued of which 145 were distributed by the Sioux Falls School District. Sioux Area Metro is also tracking the routes that the dog tag users ride along with other data for later review. Jamison read the story in Sunday's paper regarding the Minnehaha County Jail. Some of the councilors have been part of joint meetings with Minnehaha County to work on solutions. Parking will be a problem when the parking lot is vacated to build. Jamison talked with Sheriff Milstead on Monday and they talked about making a trade with the Community Corrections Center property out by the Arena in exchange for a parking structure for the County in a downtown location. It will take three years to build a new jail and a transition plan could be put into place during this time. Council Member Kermit L. Staggers asked if any of the councilors had questions on Item #45, which is his request for a trip to Austin, TX, to attend the American Dream Coalition Conference. This year's conference topic will be affordable housing. Anderson Jr. said that he had the privilege this morning of being part of a groundbreaking ceremony in the Whittier Heights Area for three three-story apartment complexes, a 2.5 acre park, and 42 single-family homes. This is a huge step forward in improving this area for the Whittier and Leaders Additions. Anderson Jr. thanked the Council for the TIF approved for this project. Jamison stated he was on the KELO-AM Greg Belfrage radio show and Heritage Park was discussed. They talked about Councilor Karsky's proposal to ban single- serve alcohol. Jamison asked about getting a group together including the Homeless Coalition, National Alliance on Mental Illness, law enforcement, the Park Department, and Downtown Sioux Falls to look at the bigger issues. Discussion followed. Council Chair Kenny Anderson Jr. stated that the Executive Session was cancelled. 5. Potential Executive Session A. Consult with legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25-2(3) 6.
