MINUTES Tuesday, July 21, 2015 Informational Meeting 4 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Kenny Anderson Jr., Greg Jamison, Dean Karsky, Rick Kiley, Rex Rolfing Members Absent: Christine M. Erickson, Michelle Erpenbach, Kermit L. Staggers, Mike T. Huether Staff Present: Denise D. Tucker, CMC, Assistant City Clerk; Lorie Hogstad, CMC, City Clerk; David Bixler, Budget Analyst; Jim David, Legislative/Operations Manager; Rich Oksol, Internal Audit Manager 1. Call To Order City Council Chair Kenny Anderson Jr. called the meeting to order at 4 p.m. He called for the Public Services Committee report, but the representative was not present. The Urbanized Development Commission report was presented first. Council Member Kermit L. Staggers arrived at this time. 2. Public Services Committee A. Meeting of Tuesday, July 14, 2015 Council Member Christine M. Erickson said the 85th Street and I-29 overpass was the focus of discussion at the Public Services Meeting. Discussion followed. Council Members Christine M. Erickson and Michelle Erpenbach arrived at this time. 3. Urbanized Development Commission (UDC) A. Meeting of Thursday, July 16, 2015 City Council Vice Chair Rex Rolfing provided an update on the July 16, 2015, meeting. He said it was a very good meeting. Rolfing discussed: revision of the Federal Transportation Authority Section 5310 funds; Sioux Falls Metropolitan Transportation Planning Process Self-Certification; the final draft of the 2016 Unified Planning Work Program; the first draft of the 2016-2019 Transportation Improvement Program; and the 2040 Long-Range Transportation Plan. Staggers stated he was also at the UDC meeting and said there is nothing official regarding a Western Corridor. He referenced that this is an item that has been discussed for years and there is nothing in the plans up to 2040. Rolfing said this is something that will happen, in the future. Discussion followed. Council Member Greg Jamison spoke about the 85th Street and I-29 overpass, which was also discussed at the UDC meeting. Discussion followed. 4. City Council Open Discussion Council Member Dean Karsky said the Land Use Committee will meet immediately following the Informational. He said at the last committee meeting he began a discussion about alcohol and how changes could be made to ordinances, which could reduce nuisance calls to the police department. Rolfing is helping with this project. Karsky mentioned that they have met with and will continue to meet with numerous people regarding the subject. He said this is something that isn't going to be rushed and he'll continue to work on it. Karsky said an email was received from someone who wanted to know why the City doesn't enforce the fireworks ordinance. He wondered if this was something the Council wanted to look into. Discussion followed. The fireworks topic was assigned to the Land Use Committee. Karsky said a meeting was held prior to the Informational Meeting to discuss whether the Vehicle for Hire ordinance should be expanded to include services like Uber, and others like them. This will be an ongoing discussion. The item was assigned to the Public Services Committee. 5. Presentations A. Monthly Financial Report by Tracy Turbak, Director of Finance Tracy Turbak, Director of Finance, presented a PowerPoint presentation for the June Monthly Financial Report. Item topics included: Sioux Falls MSA Unemployment; Building Permits, YTD Permit Valuations; Sales Tax Collections w/out Audits, Cumulative 12 Month Rolling Growth Rate; Entertainment Tax Collections w/out Audits, Cumulative 12 Month Rolling Growth Rate; Revenue YTD; and Expense YTD. Discussion followed. B. IIMC Study Abroad Presentation by Denise D. Tucker, CMC, Assistant City Clerk Denise D. Tucker, CMC, Assistant City Clerk, thanked the City Council for allowing her to participate in the International Institute of Municipal Clerks 2015 Study Abroad Program. She presented a PowerPoint presentation covering the educational highlights from the trip. Discussion followed. C. SIRE Update by Jon Klemme, Information Technology Manager; and Brett Mathison, Multimedia Manager Jon Klemme, Information Technology Manager, provided a SIRE update. He stated that the SIRE system was selected in 2010; and has three major components: document imaging/document management storage system, which is used by several departments and has close to 1 million documents in the repository; meeting management (agendas and minutes); and the video component. Klemme said they are looking at replacing the video component. Research has been conducted because a number of mobile devices are coming online and trying to view SIRE, which is not compatible with them. The Tightrope Media System has been selected. It is currently being installed and tested. The system should go live for the August 4th meetings. Discussion followed. D. TIF Application 2014-A (Tyler Block) by Brent O'Neil, Economic Development Manager Darrin Smith, Director of Community Development, presented the PowerPoint presentation for proposed TIF 19, 3rd Avenue Lofts. The presentation focused on: TIF History in Sioux Falls; The Site; The Project; TIF Summary; Fiscal Review; Tax Increment Financing (TIF), Evaluating TIF Requests. Discussion followed. 6. Executive Session A. Consult with legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25-2(3). A motion made by Rex Rolfing and seconded by Dean Karsky to go into Executive Session at 5:48 p.m. to consult with legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25-2(3). City Council Chair Kenny Anderson Jr. called for a voice vote. All members voted yes. Motion Passed. The Executive Session began at 5:55 p.m. A motion made by Dean Karsky and seconded by Rick Kiley to go out of Executive Session at 6:57 p.m. City Council Chair Kenny Anderson Jr. called for a voice vote.
