MINUTES Tuesday, September 15, 2015 Informational Meeting 4 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Kenny Anderson Jr., Christine M. Erickson, Michelle Erpenbach, Greg Jamison, Dean Karsky, Rick Kiley, Rex Rolfing Members Absent: Kermit L. Staggers and Mike T. Huether Staff Present: Denise D. Tucker, CMC, Assistant City Clerk; David Bixler, Budget Analyst; Jim David, Legislative/Operations Manager; Lorie Hogstad, CMC, City Clerk; and Rich Oksol, Internal Audit Manager 1. Call To Order Council Chair Kenny Anderson Jr. called the meeting to order at 4 p.m. 2. Public Services Committee A. Meeting of September 8, 2015 Committee Chair Christine M. Erickson said they discussed Uber and a potential ordinance change. 3. City Council Open Discussion City Council Member Greg Jamison spoke about a new budget amendment, which would analyze the City's $1.1 million commitment to the Caille Branch Library. He said an alternative approach would be to have a Master Plan created for the library system, before granting the money. Jamison said he also had two amendments for roads and traffic lights. He requested that any leftover funds be used for roads. Discussion followed. Anderson assigned the Public Services Committee to look into long range plans for the City and regional libraries. 4. Presentations A. Space Needs Project Update by The Administration Sue Quanbeck Etten, Director of Central Services, led a PowerPoint presentation on a Space Needs Project Study for the City Administrative Office Building. The slides she discussed were: Overview; History of City Government Space Needs;  Staying Ahead of Growth; The Problem; Build a New Building; Recommended Location; Benefits of the Recommended Solution; Consolidation of City Buildings & Services; and Downtown Government Services. Tracy Turbak, Director of Finance, discussed the financial aspects of the project. He presented the following PowerPoint slides: Funding a New Building; Van Eps Park Improvements Options to Consider; County Collaboration; and Project Milestones. Discussion followed. 5. Executive Session A. Personnel matters pursuant to SDCL 1-25-2(1) A motion made by Rex Rolfing and seconded by Christine M. Erickson to enter Executive Session at 5:26 p.m. to consult with legal counsel about personnel matters pursuant to SDCL 1-25-2(1). Council Chair Kenny Anderson Jr. asked for a voice vote. All members voted yes. Motion Passed. A motion made by Dean Karsky and seconded by Michelle Erpenbach to exit Executive Session at 6:03 p.m. Council Chair Kenny Anderson Jr. called for voice vote.
