MINUTES Tuesday, September 22, 2015 Informational Meeting 4 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Kenny Anderson Jr., Christine M. Erickson, Greg Jamison, Rick Kiley, and Rex Rolfing Members Absent: Michelle Erpenbach, Dean Karsky, Kermit L. Staggers, and Mayor Mike T. Huether Staff Present: Tamara Jorgensen, MMC, Assistant City Clerk; David Bixler, Budget Analyst; Jim David, Legislative/Operations Manager; Lorie Hogstad, CMC, City Clerk; and Rich Oksol, Internal Audit Manager 1. Call To Order Council Chair Kenny Anderson Jr. called the meeting to order at 4 p.m. 2. Audit Committee A. Meeting of Wednesday, September 16, 2015 Council Member Rex Rolfing provided an update on the Police Department Audit; the Transit Audit; and the Great Plains Zoo and Delbridge Museum Audit. Rolfing added that a travel request was approved for Internal Audit Manager Rich Oksol. Rolfing provided an update on the hiring timeline for the vacant Internal Auditor position. 4:03 p.m. Council Member Michelle Erpenbach arrived at this time. 3. Urbanized Development Commission (UDC) A. Meeting of Thursday, September 17, 2015 Rolfing provided updates on the following topics: the Coordinated Public Transit- Human Services Transportation Plan Annual Progress Report; TAP Letters of Support for the South Dakota cities of Crooks and Tea; an EDA Letter of Support for USD Discovery District; Citizens Advisory Approval for a Committee Member Appointment; and the review of the first draft of Go Sioux Falls 2040 Long-Range Transportation Plan. 4. City Council Open Discussion Council Member Rick Kiley spoke regarding the report results of the free bus rides for children. Council Member Kenny Anderson Jr. and Legislative/ Operations Manager Jim David stated additional information will come before the City Council on Monday, October 19, 2015. Discussion followed. 5. Presentations A. Monthly Financial Report by Tracy Turbak, Director of Finance Director of Finance, Tracy Turbak, provided an update on the Financial Report for August, 2015. B. Ultimate Fighting, Contest or Exhibitions Ordinance Repeal by Christine M. Erickson, City Councilor Council Member Christine M. Erickson reviewed the following PowerPoint Slides: Ordinance adopted in 2005; Ultimate Fighting, Contest or Exhibitions; South Dakota Athletic Commission - Created in 2013; South Dakota Athletic Commission; State Laws & Regulations; State Regulations Snapshot; State Regulations Snapshot: Mixed Martial Arts; and 2005 Ordinance - Repealed. Discussion followed. Additional comments were provided by Jennifer Stalley, Executive Director for the South Dakota Athletic Commission, and Tom Allstot, Certified MMA Judge. Stalley joined the meeting via telephone conference. Chris Semrau, Assistant General Manager for SMG, spoke regarding the three event booking criteria for having an event at the Denny Sanford Premier Center. Discussion followed. These proposed ordinance revisions will be scheduled for 1st Reading on Tuesday, October 6, 2015, and the 2nd Reading will be scheduled for either Tuesday, October 13, 2015, or Monday, October 19, 2015.
