Informational Meeting 4 PM at Carnegie Town Hall

Members Present: Kenny Anderson Jr., Christine M. Erickson, Greg Jamison, Dean Karsky,
Rex Rolfing, Kermit L. Staggers
Members Absent: Michelle Erpenbach, Rick Kiley, Mike T. Huether
Staff Present: Lorie Hogstad, CMC, City Clerk; Jim David, Legislative/Operations Manager;
Dave Bixler, Budget Analyst; and Rich Oksol, Internal Audit Manager
1. Call To Order
Council Chair Kenny Anderson Jr. called the meeting to order at 4 p.m.
2. City Council Open Discussion
Council Member Rex Rolfing welcomed Council Member Kermit L. Staggers back after
a brief hiatus.
Council Member Dean Karsky said he spoke to six classes of 120 third graders last week
at Discovery Elementary School. They are learning about City government and Karsky
was impressed with their knowledge. The students had written letters requesting
additions to bike trails and other amenities in their neighborhood such as parks and water
fountains.
Council Member Greg Jamison stated he attended the SECOG Regional Planning
Meeting on Thursday. Councilors Anderson and Erpenbach attended along with Lincoln
and Minnehaha County representatives. Additional meeting dates will be scheduled.
Jamison said they discussed two items related to the jail, judicial matters with the jail,
and shared resources of buildings. Anderson added that further talks will be held about
parking needs as the new jail is built.
Jim David, Legislative/Operations Manager, stated that the Jail Building Committee,
which is independent of the group, will be meeting on October 19, 2015, at 11 a.m. at the
Minnehaha County Administration Building.
Jamison said that the Fiscal Committee Meeting will be held after the Executive
Session. Dave Bixler, Budget Analyst, will review new supplemental reports
summarizing the monthly budget review received from the City Finance Department.
3. Presentations
A. USD Discovery District Master Plan and Update by Rich Naser, USD Discovery
District; David Green and Kevin Bacon, Perkins and Will Architecture
Rich Naser, USD Discovery District, started the presentation by introducing Kevin
Bacon with Perkins & Will.
Kevin Bacon, Perkins and Will, presented the following slides in his Prezi
Presentation: Vision slides including Master Plan Vision and Design Principles,
Context slides including Proximity to Universities, Proximity to Downtown, Site
Content, Scale Comparison, and Flexible Buildings; Master Plan slides including
Plan Drivers, Street Framework, Activity Corridor, and Open Space Framework;
Next Step slides including Street Types, Type 1 Street, and Current Zoning.
Naser presented the following slides: Phase 1 Infrastructure, First Building -
Feasibility Study, and First Building - Phase 1 Design.
Discussion followed.
B. Downtown Parking Ramp Update by Darrin Smith, Director of Community
Development/Public Parking; and Dustin Powers, Economic Development
Coordinator
Darrin Smith, Director of Community Development, introduced Dick Strassburg,
TEGRA Group; and Dustin Powers, Economic Development Coordinator.
Smith presented the following PowerPoint slides: Public/Private Partnership,
Project Partners, and Conceptual Renderings.
Strassburg covered the slide regarding Design/Construction Approach.
Powers presented the Next Steps slide.
Discussion followed.
4. Executive Session
A. Consult with legal counsel about proposed or pending litigation or contractual
matters pursuant to SDCL 1-25-2(3).
A motion was made by Council Member Rex Rolfing and seconded by Council
Member Dean Karsky to go into Executive Session at 5:19 p.m. to consult with
legal counsel about proposed or pending litigation or contractual matters pursuant
to SDCL 1-25-2(3).
Council Chair Kenny Anderson Jr. called for a voice vote. All members voted
yes. Motion Passed.
A motion was made by Council Member Rex Rolfing and seconded by Council
Member Dean Karsky to go out of Executive Session at 5:39 p.m.

5. Adjournment
Anderson adjourned the meeting at 5:39 p.m.
