MINUTES Tuesday, October 13, 2015 Informational Meeting 4 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Kenny Anderson Jr., Christine M. Erickson, Michelle Erpenbach, Greg Jamison, Dean Karsky, Rick Kiley, Rex Rolfing, Kermit L. Staggers Members Absent: Mike T. Huether Staff Present: Denise D. Tucker, CMC, Assistant City Clerk; David Bixler, Budget Analyst; Jim David, Legislative/Operations Manager; and Rich Oksol, Internal Audit Manager 1. Call To Order City Council Chair Kenny Anderson Jr. called the meeting to order at 4 p.m. 2. Fiscal Committee A. Meeting of Tuesday, October 6, 2015. Committee Chair Greg Jamison provided an update of the meeting. David Bixler, Budget Analyst, showed tools that could be used to provide information for monthly financial updates. The tools will be implemented at the next financial update. 3. City Council Open Discussion Anderson mentioned date changes for upcoming City Council Meetings. The changes are: the Tuesday, October 20, 2015, meeting will be held on Monday, October 19, 2015; and the Tuesday November 3, 2015, meeting will be held on Monday, November 2, 2015. Jamison discussed his participation in the White Cane March. Discussion followed. Anderson would like the Land Use Committee to look at the Shape Places ordinance. He said it's a big document and there have already been changes made to it. Anderson would like to work with the administration on possible changes. Council members mentioned items they would like to have reviewed. Discussion followed. Jim David, Legislative/Operations Manager, stated that he would be setting up quarterly meetings with Mike Cooper, Director of Planning and Building Services, and he offered to bring forward the Council's list of concerns. Anderson instructed the Council to send their concerns to David. The  Council will discuss Shape Places at a future Informational or Committee meeting. 4. Presentations A. Presentation of Two Audit Reports: Great Plains Zoo and Delbridge Museum and Police Crime Lab by Rich Oksol, Internal Audit Manager Rich Oksol, Internal Audit Manager, spoke first about the Police Crime Lab audit report. He provided: an introduction, background, objectives, results, recommendations, conclusion, and accreditation process. Discussion followed. Brad Johnson, Crime Lab Manager, spoke about standard practices. Discussion followed. Oksol's second report pertained to the Great Plains Zoo and Delbridge Museum. He said this audit focused on internal controls, especially financial procedures. Oksol provided: an introduction, background, objectives, results, and conclusion. Jamison inquired about an audit of the Events Center and the construction manager- at-risk position. 5. Adjournment City Council Chair Kenny Anderson Jr. adjourned the meeting at 4:31 p.m. Denise D.
